• Two (2) twenty-five thousand (25,000) gallon above ground, horizontal Jet-A fuel storage tanks
• Four (4) twenty thousand (20,000) gallon above ground, horizontal Jet-A fuel storage tanks
• Two (2) twenty-five thousand (25,000) gallon horizontal unleaded (MOGAS) tanks
• Four (4) thirty thousand (30,000) gallon vertical Jet-A fuel storage tanks; these are scheduled to be installed by June 2026
• One (1) seventeen hundred (1,700) gallon, above ground, horizontal diesel tank
Also, one (1) 500-gallon waste tank is included in the fuel farm storage facility along with an oil water separator that several containment areas drain to.
The contractor shall be responsible for maintaining all the tanks and systems within the fence line of the fuel farm plus the oil water separator (monitor levels, emptying, servicing, and functional valves). It is the contractor’s responsibility to have all necessary parts on hand to complete all requirements of the services.
All fuel is delivered to the facility by transport truck. The facility is furnished with one (1) off-loading and one (1) on-loading rack position on the storage site. Each position will be equipped with two pumps for redundancy.
There is one (1) fuel service provider and six (6) airlines (Allegiant, American, Avelo, Delta, Southwest, and Sun Country) operating at VPS at the time of this RFP. Airline volumes for Jet-A are estimated at 825,000 gallons per month based on the 2024 yearly average. The Contractor will be required to inspect, check, test maintain, clean and repair the fuel tanks to ensure all tanks are in a perpetual state of “ready for use” condition, in accordance with ATA-103: Standard for Jet Fuel Quality Control at Airports and the current commercial air carrier fuel manuals. The existing fuel service provider will perform Daily Checks in accordance with ATA Spec 103, current edition/revision, current edition/revision of NFPA 407, and the Airports SPCC plan. The requirement does not include maintenance or repair of the trucks utilized to fuel aircraft (under the responsibility of a separate contract). The two 25K-gallon MOGAS and four 20K-gallonJetA tanks are from 2006; two 25K-gallon Jet A tanks were added in 2019 with the remaining four 30K-gallon Jet A tanks being added in 2026. The current condition of the equipment is assumed to be good and is in compliance with regulatory agencies. The Airport does utilize an OPW Fuel Management system for tank monitoring, inventory monitoring and fuel management. The Airport offices are approximately 400 yards from the fuel farm. The pumps and dispensers for the MOGAS are located at the fuel island at the Airport’s rental car facility just north of the fuel farm. The MOGAS and Jet A filters and vessels are required to be changed at least every 36 months and inspected each year. They historically have been inspected annually. The Airport has experienced between two (2) to three (3) emergency repairs per year, although this number may fluctuate.

Contractor shall provide all material, labor and equipment to perform all checks, inspections, PM services, cleanings and emergency repairs. Should Contractor require subcontracting efforts, those would require pre-approval and itemized on the written quote. During emergency situations, verbal authorization will be acceptable.
