About this file
This RFP Amendment is issued by the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) to identify preferred vendors for security system installation, repair, and maintenance services. The solicitation seeks qualified vendors to provide equipment setup and repair services for the Tribe's security infrastructure, which has been developed incrementally as properties were acquired over time. The scope of work encompasses vehicle gate and fence entry systems maintenance, interior and exterior door access control, surveillance camera servicing, recording device maintenance, system integration, emergency repairs, and software/firmware updates. Vendors must submit quotes electronically to Norbert Johnson, Procurement Manager, at njohnson@ctclusi.org by September 26, 2025, at 2:00 PM PST, with late submissions not accepted. CTCLUSI reserves the right to reject any or all quotes, negotiate terms, and award to the vendor(s) deemed most advantageous.
Vendors are required to provide labor rates for regular, after-hours, and emergency service; travel and per diem costs if applicable; parts and equipment mark-up percentages; and warranty information on replacement equipment. Additionally, vendors must submit two separate quotes for an existing two-story building: one scenario utilizing a cloud-based system with IP-based surveillance cameras integrated with the existing VMS software, and a second scenario using an NVR system attached to the existing VMS software. All initial, monthly, and yearly equipment or subscription costs associated with both scenarios must be included in the proposals. The Tribe seeks goods and services representing best value in accordance with applicable federal and state regulations. No specific contract term or renewal options are detailed in the amendment.

Amendment 1 Purpose To further clarify this RFP for qualified vendors. Vendor would provide new equipment setup and/or repair services for existing building security systems. CTCLUSI’s security system has been built over a period of years as additional properties have been purchased. Each additional property has been added to the existing security system. The purpose of this request is to identify several preferred vendors which would be available for any current/near future new setups or necessary repairs to our current security camera and recording system.
Note: Any new CTCLUSI property acquisition that would require a security system will be sent out and quoted by the preferred vendor(s) who are successfully chosen by this RFP. This will allow for any unforeseen future costs of necessary equipment or supplies.
Scope of Work The scope includes, but is not limited to, the following:
