About this file
This is a Sole-Source Determination Memo from the Oregon Department of Human Services (ODHS) for procuring diapers through PDX Diaper Bank. The document outlines a contract to purchase approximately 86,400 diapers over a minimum two-year period, with 3,600 diapers to be delivered monthly to support Family Preservation work in Washington County. The procurement is specifically for supporting low-income families, with the diapers being used to help keep children in their homes and communities instead of foster care.
PDX Diaper Bank is identified as the sole source provider, being the only member agency of the National Diaper Bank Network located in Oregon that provides individualized service agreements with discounted diapering supplies to government and nonprofit agencies. The contract is valued at $12,000 per year, with diapers priced at $0.25 per diaper, which includes warehousing, packaging, and direct delivery. The agency reserves the right to purchase additional goods and services for up to 10 years, and protests to the sole-source determination must be submitted by 3:00 PM within seven calendar days after the notice is posted on OregonBuys.
