About this file

This is a Sole-Source Determination Memo from the Oregon Department of Human Services (ODHS) for a diaper procurement initiative, specifically Amendment 1, dated 07.31.2025. The document authorizes the purchase of diapers from PDX Diaper Bank to support low-income families across Oregon through monthly deliveries for a minimum of two years. The procurement is part of a Family Preservation approach aimed at supporting families and children in their homes and communities, with the goal of avoiding foster care placement. The contract allows each ODHS district to evaluate and place orders as needed, with a total estimated contract value of $50,000 per year and the agency reserving the right to purchase additional goods and services for up to 10 years.

PDX Diaper Bank is identified as the sole source provider, being the only member agency of the National Diaper Bank Network located in Oregon that offers individualized service agreements with discounted diapering supplies for government and nonprofit agencies. The organization can provide diapers at a low cost of $0.25 per diaper, which includes monthly size-specific ordering, warehousing, packaging, and direct delivery to the agency. The sole-source justification is based on the unique ability of PDX Diaper Bank to provide these services, with the procurement following specific Oregon Revised Statute (ORS) guidelines for sole-source acquisitions. Protests regarding this determination must be submitted within seven calendar days of the notice being posted on OregonBuys.
