RFP Amendment Summary
This is an RFP Amendment 1 document issued by the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) located in Coos Bay, Oregon, regarding comprehensive security systems installation, integration, and repair services. The amendment clarifies the scope of work and seeks to identify multiple preferred vendors for security system maintenance, repairs, and new installations across tribal properties. The services requested include vehicle gate and fence entry systems maintenance, interior and exterior door access control, surveillance camera servicing for both IP and analog systems, recording device maintenance with software updates, system integration ensuring interoperability, emergency repairs on-call response, and periodic software and firmware updates. The procurement is designed to provide CTCLUSI with preferred vendor options for current needs and unforeseen future security equipment costs associated with potential new property acquisitions. Electronic quote submissions are required by September 26, 2025 at 2:00 PM PST, directed to Procurement Manager Norbert Johnson at njohnson@ctclusi.org with the subject line "RFP - Security Systems Installation & Repair." Late submissions will not be accepted.
Vendors must provide detailed pricing information including labor rates for regular hours, after-hours, and emergency response; travel and per diem costs if applicable; parts and equipment mark-up percentages; and warranty coverage details on replacement equipment. Additionally, vendors must submit two separate scenario quotes for a two-story building: one utilizing a cloud-based system with IP-based surveillance cameras integrated with existing VMS software, and a second scenario using an NVR attached to the existing VMS software system. Both proposals must include all initial, monthly, and yearly equipment and subscription costs associated with each system. CTCLUSI reserves the right to reject any or all quotes, negotiate terms, and award to the vendor(s) deemed most advantageous. The procurement emphasizes obtaining "best value" to the Tribe in accordance with applicable federal and state regulations.
