About this file

The Proposal Evaluation Criteria Matrix is a document for a security systems installation, integration, and repair contract for the Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians (CTCLUSI). The document outlines an evaluation process for vendor proposals across eight distinct criteria, with a total possible score of 100 points. The criteria include project understanding, company qualifications, technical specifications, cost proposal, vendor performance, warranty, tribal preference participation, and overall proposal completeness.

The evaluation process allows for a comprehensive review of vendor submissions, with points weighted most heavily on project understanding (25 points) and company qualifications (20 points). The tribe reserves the right to conduct interviews, request clarifications, and negotiate with top-ranked vendors before making a final award. The contract will be awarded to the vendor achieving the highest total score, provided their proposal is deemed responsive, responsible, and in the best interest of CTCLUSI. Tribal/Indian preference is specifically emphasized, with 5 points allocated for utilization of Indian-owned businesses, subcontractors, or workforce.
