About this file

This document is an amendment to Request for Proposal (RFP) #72DOW-S1266 issued by the State of Nevada Department of Administration Purchasing Division for Aerial Wildlife Capture and Transport Services. The RFP seeks proposals from qualified vendors to provide these services for a two-year contract term with an optional two-year extension. The amendment provides additional details on the planned wildlife captures, including locations, altitudes, timeframes, and estimated animal counts for various species such as Bighorn Sheep, Mountain Goats, Elk, and Mule Deer. It notes that the captures will likely require three separate time periods due to factors like species biology and weather conditions. The opening date for proposals is September 11, 2020 at 2:00 PM PT.

The amendment does not provide specific pricing terms or funding information. However, it notes that there are funding limitations that prevent the agency from providing estimates of capture numbers for the 2021-2022 season. The contract opportunity involves the State of Nevada and the local jurisdictions of Washoe County and Reno City.

The following shall be a part of RFP # 72DOW-S1266. If a vendor has already returned a proposal and any of the information provided below changes that proposal, please submit the changes along with this amendment. You need not re-submit an entire proposal prior to the opening date and time.

Questions and Responses to RFP:

1. Please provide a location, altitude and intended time frame for each scheduled capture.

This information is subject to change due to many variables including the changing status of NDOW’s field work policy as related to Covid-19 management.

· 20 California Bighorn in NW Nevada, December or January, 7,000 ft.

· 20 Desert, California and Rocky Mountain Bighorn throughout Nevada, November, December, and/or January, 5,000 – 8,000 ft.

· 8 Mountain Goats, East Humboldt Range, December or January, 9,000 ft.

· 30 Elk, Eastern Nevada, January or February, 5,000 – 7,000 ft

· 60 Mule Deer, Eastern Nevada, December – February, 5,000 -7,500 ft.

2. Please provide an animal density estimate for each capture especially for mountain goats.

NDOW does not have any quantitative density values for any big game species but below is a qualitative estimate of density:

· Moderate density for most Bighorn Sheep captures

· Low density for Mountain Goats

· Moderate density for Elk in most cases

· High density for most Mule Deer

· High density for most Pronghorn

3. Please provide an estimate of animal capture numbers for next season.

Due to funding limitations and timing of program planning, NDOW has no way of providing any estimate of Bighorn or Mountain Goat capture numbers for the 2021-2022 capture season. Elk numbers are likely to be similar in 2021-2022 as they are for the upcoming capture season. Estimates for Mule Deer numbers will be similar in 2021-2022 as they are for the upcoming capture season.

4. Will it be possible to complete all captures in one consecutive time slot weather permitting?

No. It is likely that NDOW will need three (3) separate time periods/blocks of consecutive days to accommodate the big game captures in 2020-2021 capture season due to several variables. These capture slots typically fall in mid-autumn for Desert Bighorn and Pronghorn (mid-October to mid-November), late fall or early winter to capture migratory populations (Mule Deer) or California Bighorn (December), and typically a mid-winter capture (January-February) for Elk, Mule Deer, and Moose. NDOW consolidates captures as best as possible but factors such as species biology, study needs, or weather often necessitate multiple capture events across the capture season. For Mule Deer and Pronghorn, the work could be completed in 5-6 days, weather permitting.

ALL ELSE REMAINS THE SAME FOR RFP 72DOW-S1266.
