About this file

This is an amendment document to an RFP issued by the State of Tennessee Department of Commerce and Insurance for continuing education seminars and newsletters for the Tennessee Auctioneer Commission. The amendment updates the RFP Schedule of Events with revised dates and confirms key milestones, including a pre-response conference on February 2, 2026, a written questions deadline of February 6, 2026, and a proposal submission deadline of March 4, 2026 at 2:00 p.m. (Central Time). The State will complete technical response evaluations by March 25, 2026, open and score cost proposals on March 26, 2026, conduct optional negotiations between March 30 and April 1, 2026, and release the Notice of Intent to Award on April 2, 2026. The contractor signature deadline is April 13, 2026. The solicitation pertains to providing three continuing education seminars per fiscal year, with at least one seminar in each of Tennessee's three grand divisions, consisting of a minimum of six instructional hours each, offered in in-person, electronic/livestream, and on-demand formats, in addition to developing and distributing two newsletters per fiscal year. The contract term spans 60 months from July 1, 2026, through June 30, 2031, with no renewal options specified.

The amendment clarifies that non-profit entities are eligible to submit responses as prime respondents, and contractors must maintain records of attendance, certificates, and continuing education compliance for five years from the final payment date, subject to State audit. Historical attendance data from July 1, 2021, through June 1, 2025, shows 187 total in-person attendees, 124 online attendees, and 49 on-demand attendees. Responses must be submitted to DeRenne Raley, Sourcing Specialist, at the Department of General Services, Central Procurement Office, William R. Snodgrass Tennessee Tower, 3rd Floor, 312 Rosa L. Parks Avenue, Nashville, TN 37243. The maximum contract liability is capped at $300,000 over the five-year period, with an estimated annual allocation of $60,000 per fiscal year. Compensation is structured on a per-attendee rate basis, varying by seminar delivery format and geographic division, plus a per-newsletter rate, with contractors proposing rates for each of the five fiscal years.
