About this file
This is a Release Notice solicitation document issued by the State of Tennessee Department of Commerce and Insurance through the Central Procurement Office, seeking proposals to provide continuing education seminars and newsletters for the Tennessee Auctioneer Commission. The scope of work requires the contractor to develop and deliver three continuing education seminars per fiscal year, with at least one seminar in each of Tennessee's three grand divisions (Eastern, Middle, and Western), consisting of a minimum of six instructional hours each and offered in three formats: in-person, electronic/livestream, and on-demand. Additionally, the contractor must develop and distribute two newsletters per fiscal year, with content subject to Commission approval. The pre-response conference is scheduled for February 2, 2026, with a written questions deadline of February 6, 2026, and proposals due March 4, 2026, by 2:00 p.m. Technical evaluation will be completed by March 25, 2026, with cost proposal opening and scoring on March 26, 2026, and Notice of Intent to Award on April 2, 2026. The contract term is 60 months from July 1, 2026, through June 30, 2031, with no renewal options specified.
Compensation is structured on a per-attendee rate basis varying by seminar delivery format and geographic division, plus a per-newsletter rate, with the contractor proposing rates for each of the five fiscal years. The maximum contract liability is capped at $300,000 over the full five-year period, with an estimated annual allocation of $60,000 per fiscal year. The State anticipates approximately 1,500 licensed auctioneers with potential seminar attendance of up to 200 participants per session. Evaluation will be based on general qualifications and experience (30 points), technical qualifications, experience and approach (40 points), and cost proposal (30 points), with contract award going to the responsive and responsible contractor offering the best overall value rather than the lowest cost. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence, cyber liability coverage of $1,000,000, and workers' compensation insurance as required by state law. For further information, prospective bidders should contact DeRenne Raley, Sourcing Account Specialist, at (615) 251-5173 or DeRenne.Raley@tn.gov.
