About this file

This Request for Proposals (RFP) is issued by the City of Craig, Colorado, seeking a professional contractor to renovate Alice Pleasant Park, a half-acre downtown park. The project involves comprehensive site improvements including demolition of existing landscape and hardscape features, electrical work, site furnishings, and infrastructure updates. Proposals are due on Monday, April 15, 2024, at 2:00 p.m. at the Craig City Clerk's Office. A mandatory virtual pre-bid meeting is scheduled for Thursday, March 7, 2024, at 1:00 p.m. The project scope includes installing new concrete paving, curb and gutter, pedestrian lighting, power pedestals, landscape and irrigation systems, a pre-manufactured shade structure, and a single-unit restroom. Special emphasis is placed on preserving the park's existing mature trees during renovation.

The project is funded through the City of Craig's infrastructure improvement initiatives, with a focus on creating a functional and inviting downtown space for community events. The selection process will evaluate proposals based on multiple criteria, including client services, proposal clarity, respondent capabilities, references, professional nature, municipal experience, and cost-effectiveness. The city will not base the award solely on the lowest cost proposal but will consider the overall solution and the respondent's capabilities. Contractors will be required to provide performance bonds, maintain specific insurance coverage, and adhere to local and state code requirements. The project aims to transform the aging park into a more accessible and functional community space while maintaining its existing natural shade characteristics.

City of Craig

300 W. 4th Street

Craig, CO 81625

BACKGROUND:

The City of Craig is seeking a professional contractor with extensive experience in site construction and landscaping to renovate Alice Pleasant Park, a half-acre pocket park, located in the heart of the business district in downtown Craig, Colorado. In addition to general public use, the park is frequently used for festivals and community events. The park was installed many years ago, is in need of updating and refreshing, and does not meet the current needs of the community for downtown events. The park has a very dense and mature existing tree population that provides an abundance of natural shade within the park. It is of the utmost importance for the selected contractor to preserve and protect these important community assets during the park renovation and to have as minimal impact to the trees as possible. The selected contractor will be required to work cooperatively with the City to minimize impact to the trees.

The City of Craig in recent years has taken an aggressive approach in updating deferred infrastructure and amenities within its park systems. Along with these numerous improvement projects transpiring in the downtown area, it is the

City of Craig’s goal to renovate Alice Pleasant Park to an inviting place for connectivity while providing functional space to serve the community’s needs.

In 2022, the City of Craig worked with a team of professional landscape architects that provided detailed design and engineering plans for the park and amenities. Interested contractors are to adhere to the construction documents provided as well as submit a bidding schedule.

Insurance and Bonding Requirements set forth by the City of Craig can be referred to under “Attachment A” Standard

Insurance Requirements on pages 6-7 of this RFP.

SCOPE:

The City of Craig is soliciting bids from qualified contractors to update the Alice Pleasant Park in downtown Craig, CO.

This work consists of site demolition of some existing landscape and hardscape features, electrical pedestrian light poles and power pedestals, site furnishings, and sections of the existing asphalt parking lot and associated curb and gutter.

Construction of new curb and gutter, asphalt patch-back and striping, new concrete paving, pedestrian light poles and power pedestals, landscape and irrigation, installation of a premanufactured shade structure and a single unit restroom with associated utility service connections comprise the bulk of work.

Special care to preserve the existing trees will be of utmost importance. Strong communication between the City and the contractor will be required to insure that the impact on the existing trees is minimized to the extent possible. It is anticipated the site will be accessed via the alleyway and construction staging will take place in the affected parking lot.

Given the minimal anticipated as part of this project, the import/export is considered a lump sum item (any required excavation and backfill required for the flatwork pavement sections, utility trenching, sodded and planted areas, and any other scope listed in the documents should be included in your proposal). Remaining items will be unit cost items. Each line-item cost shall contain all associated costs to complete that item, including all necessary labor, supervision, equipment, tools, materials, transportation, haul, mobilization, and environmental or fuel/surcharge fees necessary to complete the work in accordance with the Project Construction Documents and City of Craig/Moffat County Design

Standards and Construction Specifications.
