About this file

This document is an Amendment/Addendum #2 to Request for Proposal (RFP) #S-DASOBO-00014628, issued by the Oregon Department of Administrative Services (DAS) State Procurement Services on behalf of the Department of Environmental Quality (DEQ) for the Climate Equity and Resilience Through Action (CERTA) Measure 11: Food Waste Processing Improvement Coordinator. The addendum modifies several sections of the original RFP, including cost proposal scoring, proposer ranking, competitive range determination, and financial controls questionnaire. The amendment provides clarifications on proposal evaluation processes, competitive range procedures, and financial management requirements for potential grant coordinators.

The addendum introduces technical modifications to the RFP's scoring and selection methodology, with changes focused on cost proposal evaluation, proposer ranking, and competitive range determination. The financial controls section has been updated to remove certain questions and modify language related to accounting and procurement procedures. The overall project remains focused on managing a $28 million grant program with $25.8 million allocated for subgrants, aimed at improving food waste processing infrastructure and reducing greenhouse gas emissions. The contract is funded by a $197 million EPA grant and is expected to conclude on May 31, 2029, with a time and materials compensation structure and potential retainage of up to 10% on invoices.
