About this file
This document is an Addendum to Request for Proposal (RFP) #S-DASOBO-00014628 issued by the State of Oregon's Department of Administrative Services and Department of Environmental Quality for a Climate Equity and Resilience Through Action (CERTA) Grant Coordinator. The RFP seeks a professional services contractor to manage the Food Waste Processing Improvement Grant, with proposals due on September 19, 2025, at 5:00 PM. The contract has an anticipated initial term ending May 31, 2029, and aims to coordinate two competitive grant processes focused on improving food waste processing infrastructure and reducing greenhouse gas emissions. The contractor will be responsible for developing application templates, conducting technical assistance, organizing review committees, issuing subgrant agreements, managing subawardees, performing financial management, and preparing quarterly and final reports.
The total anticipated budget for the contract is $28.4 million, with $25.8 million designated for grants to end recipients. The project is funded by a $197 million EPA grant and will use a time and materials compensation structure with a maximum not-to-exceed total amount. The primary objectives include supporting localized composting operations, regenerative agriculture, and food system resiliency, with a specific goal of increasing food waste recovery from 10% in 2020 to 25%. The addendum makes modifications to several sections of the original RFP, including clarifications on financial oversight, cost proposals, and project introduction, and emphasizes the project's focus on benefiting low-income and climate-vulnerable communities.
