About this file

This is RFP Addendum 1 for the Oregon Department of State Lands' timber pre-sale layout, tree marking, and cruising services contract (RFQ S-14100-00014446) for the Elliott State Research Forest. The addendum clarifies and updates Task 4 of the original RFP, removing spur road and landing layout from contractor responsibilities. The project encompasses six timber sales across approximately 1,641 acres: Scholfield (295 acres), Cougar Prey (272 acres), Rob Ben (234 acres), Knife Mill (284 acres), Totten (338 acres), and Dry John (218 acres). Key deliverables include 500 acres of individual tree marking, marking of 35 skips totaling 68 acres, designation of 64 gaps (51 cut trees and 13 leave tree gaps), and marking of 131 Equipment Limitation Zones (ELZs). The contract features a tentative start date of November 15, 2025, with staggered completion dates ranging from January 31, 2026, through November 1, 2026. The original RFP proposal due date was August 26, 2025, at 2:00 PM Pacific Time.

The addendum provides critical clarifications regarding material responsibilities and technical specifications. Contractors must provide all labor, personal protective equipment, materials, equipment, GPS units, orange and black paint, while DSL supplies all other paint colors and flagging materials. For forest cruising, the standard error objective is 10 percent with a 95 percent confidence interval, with a minimum of three plots per unit and plots per acre to be determined during cruise design. Approximately 2,000 feet of prescription breaks requiring flagging and tagging exist in Cougar Prey Units 3 and 6. The addendum specifies that contractors may use liquid paint instead of aerosol provided it withstands coastal winter precipitation, and deliverables include GPS data points only—no maps or unit writeups are required. Monthly reporting must document crew size, labor hours, completed boundary lines, and paint and flagging usage. GIS data layers including roads, streams, and unit maps are available through the Oregon State Lands Box link for bidder reference.

3. Questions and Answers

Question 1

How many acres per timber sale will require marking? What is the retention percentage specified in the prescriptions (e.g., 20% retention)?

Answer:

500 acres of individual Tree Mark. See updated table.

More detailed prescriptions will be provided after Contract is awarded.

Question 2

How many skips and gaps will be designated, and what is their typical size?

Answer:

There are 35 skips totaling 68 acres. Most Skips act as dropped areas from Planning Unit. Skips that are adjacent to the boundary will be marked as Boundary. There is only one skip that will need to be marked as Skip separate from Boundary in 25-9 Scholfield Unit 2. It is 0.6 acres.

There are 64 total Gaps, only in Restoration Thinning Units. One center tree is marked with either Yellow or White paint depending on if it is a cut center tree or leave center tree prescription. 51 Cut Trees and 13 Leave Tree Gaps.

See updated table.

Question 3

DSL indicated that the contractor is responsible for orange and black paint — is it correct that DSL will supply all other paint, flagging, and tags?

Answer:

Yes.

Question 4

In the marking specifications for “Designate beginning and end points of ELZs,” it states, “If directed, Equipment Limitation Zones will be marked.” Should the proposal assume that all mapped ELZs on the project maps will be marked?

Answer:

The Beginning and End points will be marked according to Contract Specifications, which require one tree to be marked at the beginning and end of ELZs specified on Maps.

There is a total of 131 ELZs . See table Updated Table.

Question 5

What standard error objective and confidence interval are required for the cruise?

Answer:

Standard Error of 10% with 95% confidence interval.

Question 6

Can you provide GIS data for the sales included in this RFP?

Yes. Please see link in number 2 of this addendum.

Question 7

For the Cruise, do you have a maximum desired Sampling Error, and at what Confidence Interval?

Answer:

Standard Error of 10% with 95% confidence interval.

Question 8

How much Spur Road layout will there be?

Answer:

None. This has been removed from the RFP.

Question 9

How many acres of tree marking and what is the silvicultural prescription. Can you also provide forest inventory for the Units so we know how many trees we will need to mark to achieve the Silvi prescription for each unit.

Answer:

500 acres of individual Tree Mark. See updated table.

More detailed prescriptions will be provided after Contract is awarded.

Question 10

How many gaps, skips and ELZ in each unit. How large are each of them?

There are 35 skips totaling 68 acres. Most Skips act as dropped areas from Planning Unit. Skips that are adjacent to boundary will be marked as Boundary.

There is approximately 2000 acres of prescriptions Break in Cougar Prey units 3 and 6.

See updated table.

More detailed prescriptions will be provided after Contract is awarded.

Question 11

Can me use liquid paint instead of aerosol?

Answer:

Yes. The only requirement is that the paint can withstand Coastal Winters with lots of precipitation.

Question 12

Please explain the scoring method for both the Technical and Cost proposals.

The scores will be evaluated and weighted as follows:

Question 13

Can you share with us the following GIS layer pre-bid:

- Roads

- Streams

- Units

Yes. Please see link in number 2 of this addendum.

Question 14

The RFP says this: “The Contractor shall provide all labor, PPE, materials, equipment, GPS units, paint, and supplies required to complete the tasks described in this Scope of Work, with the exception of flagging materials and some paint colors, which may be provided by DSL.” Should the contractor assume the DSL is providing all of the paint or does the contractor need to provide all of the paint?

The Contractor should Provide All labor, PPE, Materials, equipment, GPS units, Orange and Black Paint. All other required paint colors will be supplied by DSL along with Flagging.

Question 15

Is the contractor required to provide any maps to the DSL or just the GPS points for the laid-out areas?

Answer:

Just GPS data, no maps.

Question 16

Is any type of a unit writeup required?

Answer:

No, just a monthly report on crew size, labor hours, completed boundary line, and reporting on paint and flagging use as specified in contract specifications.

Question 17

Are there silviculture prescriptions available for estimating the skips, gaps and breaks for layout and marking?

Answer:

There are 35 skips totaling 68 acres. Most Skips act as dropped areas from Planning Unit. Skips that are adjacent to boundary will be marked as Boundary.

There is approximately 2000 acres of prescription Break in Cougar Prey units 3 and 6.

Question 19

Is there a minimum number of plots per unit?

Minimum is 3 per unit.
