About this file
This is an RFP Addendum No. 01 issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for professional services related to Aloha State Park Water Management and Drainage Improvements (File Number 751/24131.GAG). The addendum, issued March 4, 2024, addresses fourteen submitted questions from proposers and clarifies project requirements. The project director is Gerald Gregorski, and the proposal due date is March 7, 2024, at 2:00 p.m. The scope involves conducting a water management and drainage study for Aloha State Park to address historical and ongoing flooding concerns throughout the campground, with particular focus on the northern campground loop where fifteen campsites are currently inaccessible due to high groundwater conditions. The study is intended to provide comprehensive information on water flow through the park as part of the larger watershed area and generate recommendations for addressing excess water. Proposers should assume that topographic survey and sewer upgrade plans will not be available in AutoCAD .DWG format during proposal development but will be provided to the awarded professional services consultant.
Key project information indicates that Aloha State Park has experienced chronic water seepage issues since at least 1963, with problems worsening over time despite various drainage systems installed since 1959. Historical reference documents include geotechnical boring data from 2021, sewer upgrade as-built sheets from 2022, utility maps from 1959, and wastewater treatment improvement plans from 1994. One monitoring well remains at the northeast corner of the sewage treatment plant fence. The study area extends beyond the northern campground to encompass the region between the contact station and boat basin, where primary flooding concerns currently exist. The lagoon east of the existing dump station is confirmed as part of the wastewater treatment system with clay and PVC liner details available in reference drawings. Detailed construction plans including profile sheets, trench details, and utility depths will be made available to the awarded firm, though file size limitations prevented their inclusion in the addendum posting.

ADDENDUM ITEMS:
Submitted Questions with Response in BOLD:
1. Will the Topographic survey and Sewer Upgrade AB plans provided in the RFP be available in AutoCAD .DWG to the awarded PSC?
We are trying to determine if they are available, and they will be provided to the awarded firm I f so. For proposals, you should assume that they are not.
2. Does the site have any monitoring wells or historical groundwater level information?
See included reference drawings “E118_SewageDisposalSystem_08-24-1977.pdf”. As far as we can determine there is only one monitoring well left and that one is at the northeast corner of the sewage treatment plant fence. The others are believed to have been removed.
3. Does the site have any historical subsurface geotechnical/boring information?
See included reference drawings “E118_SewageDisposalSystem_08-24-1977.pdf” and “751-17154TAP_SewerUpgradeGeotechnical_04-14-2021.pdf”.
4. Is the Lagoon located to the E of the existing dump station part of the wastewater treatment system for the park? Is it a lined lagoon with either clay or geosynthetic liner?
See included reference drawings “L116_WastewaterTreatmentImprovements_01-26- 1994.pd”, Clay and PVC details.
5. Is the study intended to only cover the northern campground loop where the 15 sites are inaccessible due to high groundwater or a more expansive area beyond this area of concern for the campground/park?
The current area of greatest flooding concerns is between the contact station and boat basin, however the intent of the study is to provide information on how much water is http://www.buy4michigan.com/ flowing through our park as a part of the larger watershed area and recommendations on how to address the amount of water flowing through our site.
6. Are there any historical concerns that park staff notes of surface water/runoff drainage from the campground during periods of heavy precipitation?
See attached document “4-2-63 Project Daily Report Aloha Campground Development.pdf” that states concern of water issues at Aloha. We have historically had issues and during heavy periods of precipitation we have water laying for long periods of time throughout the campground. We have that stated on our reservation webpage because of past issues.
Campsites have been closed quite often because of heavy precipitation and water standing on the sites.
7. Is there a weather station at the park?
No, there is no weather station at Aloha.
8. When did the water seepage problems first occur?
There have been water issues at Aloha historically. The issues are getting worse as the years progress. After this last round of construction, the south section has been better, but this is when we discovered the water issues in the electrical system.
9. When were the underdrains installed?
It is assumed that these lines were installed in the spring of 1959 per included reference drawing “U1_UtilityMap_1-13-1959.pdf”. There are several generations of drainage being placed throughout the park dating from the 1960’s.
10. Have the underdrains ever been maintained/cleaned?
Yes, all drains have been maintained to the staff’s best ability.
11. Looking at the Rowe sanitary sewer plans from October 2022; can you provide the profile sheets for this plan set?
The full set of Rowe’s construction plans, which contain various detail sheets, will be available to the awarded firm. However, the file is too large to include in this posting.
12. From the Rowe sanitary sewer, can you provide the trench detail?
The full set of Rowe’s construction plans, which contain various detail sheets, will be available to the awarded firm. However, the file is too large to include in this posting.
13. Can you provide other utility profiles or depths such as electrical?
The full set of Rowe’s construction plans, which contain various detail sheets, will be available to the awarded firm. However, the file is too large to include in this posting.
14. Can you provide soil borings?
See included reference document “751-17154TAP_SewerUpgradeGeotechnical_04-14- 2021.pdf”
15. What shoreline improvements are you targeting?
We have no specific shoreline improvements planned.
