About this file

This is a Project Statement for the Aloha State Park Water Management and Drainage Improvements prepared by the Michigan Department of Natural Resources (DNR) Parks and Recreation Division (PRD). The DNR is requesting professional services for groundwater and surface drainage improvements at Aloha State Park, a 107-acre facility in Cheboygan County, Michigan. The park operates a 290-site modern campground with full-service infrastructure, but recent high groundwater levels have caused fifteen lakeside campsites to close due to water bubbling up from the ground and entering the underground electrical system. Consulting services shall include Phase 100 Study and Phase 300 Schematic Design services addressing groundwater and surface drainage concerns, including hydrologic and hydraulic analysis, base data collection, infrastructure integrity assessment, water management plan development, and design of preferred alternatives. The scope requires coordination with state agencies including the Department of Licensing and Regulatory Affairs (LARA), Department of Environment, Great Lakes, and Energy (EGLE), and the United States Army Corps of Engineers. The project schedule requires a minimum of one in-person project team meeting with additional meetings potentially held virtually, and proposals must include a proposed project schedule in weeks. Biweekly progress updates are required throughout the project, with document reviews requiring submission of all review information electronically and in hard copy format fourteen days prior to meetings. Data collection and planning may occur during the April 1 to October camping season as needed.

The proposal submission must itemize all testing costs required to verify site conditions for proper design as reimbursable expenses in the Cost Proposal. All consulting services must comply with the State of Michigan Department of Management and Budget Contract for Professional Services and DMB Facilities Administration, Design and Construction Division policies and procedures. Reference documents including utility maps from 1959, 2022 sewer upgrade as-built sheets, and 2001 campground topographic surveys will be provided to the successful bidder, along with all existing park utility drawings for sewer, water, and electric distribution systems. The point of contact for the project is DNR Parks and Recreation Regional Field Planner Ronda Osga at (989) 619-6426. No specific pricing, funding amounts, or contract award dates are specified in this document.

DNR PARKS AND RECREATION DIVISION

Aloha State Park

Water Management and Drainage Improvements Project Statement

The DNR Parks and Recreation Division (PRD) is requesting assistance with the Aloha State Park Water Management and Drainage Improvements. It is anticipated that all design work associated with this project will occur in a coordinated fashion at the same time.

PROJECT BACKGOUND:

Aloha State Park located in the Village of Aloha, Aloha Township, Cheboygan County Michigan and is approximately 107 acres. The park campground consists of a 290-site modern campground with the facility sewer system and wastewater lagoon servicing three toilet shower buildings, 91 full hook-up sites and a campground sanitation station.

In the late 1950’s several drain tiles were constructed beneath the middle and north campground loops. This system allows water to pass from wetlands on the east side of the park, under the campground and into Lake Mullett. In recent months the north campground loop has been impacted by high ground water levels, causing water to bubble up out of the ground and to enter the underground electrical system. This has caused the closure of fifteen coveted lakeside campsites.

PROPOSED SCOPE OF WORK:

Interested bidders shall provide a complete PSC Proposal for all required Professional Services for groundwater and surface drainage improvements. Consulting services shall comply with the State of Michigan, Department of Management and Budget Contract for Professional Services and DMB Facilities Administration, Design and Construction Division policies and procedures for the development of Contract Bid Documents and Construction Administration. Proposals shall include Phase 100 – Study and Phase 300 – Schematic Design services to address groundwater and surface drainage concerns including advantages and disadvantages of options, option cost comparisons, and comparative life cycle considerations with a professional recommendation for DNR and DTMB consideration. The successful consultant shall provide brief bi-weekly design progress updates for the project team.

Professional services for Aloha State Park Storm Water Management and Drainage Improvements shall include but are not limited to:

• Provide hydrologic and hydraulic analysis of existing and post-project conditions.

• Gather all base data that shall ultimately be necessary for plans, submittals, and permit application considerations required for the Departments of Licensing and Regulatory Affairs (LARA), Environment, Great Lakes, and Energy (EGLE formerly DEQ) and United States Army Corps of Engineers (USACE), and governing agency approvals.

• Assess the integrity of the existing water management infrastructure and identify risks to other underground infrastructure such as electrical, water and sewer systems.

• Develop a water management plan outlining alternative solutions to water management practices, drainage, and shoreline improvements.

• Design and engineer preferred alternative(s) for water management, drainage, and shoreline improvements.

GENERAL REQUIREMENTS:

• A minimum of 1 face to face project team meetings with meetings likely to be project kick-off meeting and site analysis, additional meetings can be held via Teams or Zoom Phase 100, and Phase 300-50% and 90% completion intervals.

• For all meetings being held for document review, all required review information shall be submitted electronically and in hard copy formats ten (14) days prior to the meetings

• All testing required to verify the site conditions for the proper design is to be identified in the PSC Technical proposal, and the costs of testing are to be itemized in the PSC Cost proposal as reimbursements.

REFERENCE DOCUMENTS:

• U1_Utility Map, 1959

• 751-17144TAP_Sewer Upgrade As-built-Sheets 18-19, 2022

• R_Campground Topographic Survey, 2001

All existing park utility drawings will be made available to the successful bidder including sewer, water, and electric distribution drawings.

PROJECT SCHEDULE:

While the camping use season is from April 1-October it is anticipated that the consulting data collection and planning may take place in a coordinated and conscientious manner during this time frame as needed.

A proposed project schedule shown in weeks shall be provided as part of the proposal submission. Biweekly PSC progress updates will be required for the project team.
