This document is a Solicitation/Contract/Order for Commercial Items (SF 1449) for janitorial services at the United States Agency for Global Media (USAGM) Philippines Transmitting Station in Tinang, Concepcion, Tarlac.
The solicitation seeks competitive proposals for comprehensive janitorial services covering approximately 8,830 square meters across multiple buildings at the facility. The contract is structured as a one-year base period with four optional one-year extensions, with pricing submitted on a firm fixed-price monthly basis. Offerors must provide both standard services (daily, weekly, bi-weekly, monthly, quarterly, and semi-annual cleaning tasks) and quote separately for additional temporary services. Standard services include floor cleaning, dusting, vacuuming, bathroom sanitation, trash removal, and specialized work such as escorted cleaning of transmitter equipment areas and garbage segregation per Philippine environmental regulations. The solicitation requires offerors to furnish all labor, equipment, supplies, uniforms, and protective gear; however, the government provides certain cleaning chemicals and utilities. Offerors must demonstrate established business operations, personnel with security clearances, current licenses and permits, and valid insurance coverage including general liability ($2,500 per occurrence/$12,500 cumulative), workers' compensation, and comprehensive third-party health coverage. The solicitation issue date is July 6, 2026, with proposals due by July 22, 2026 at 12:00 PM Eastern Time, submitted via email to the Contracting Officer. A mandatory site visit is scheduled for July 13, 2026 at the facility. Evaluation criteria include technical acceptability and similar experience (weighted more heavily), past performance, and price, with award anticipated to the offeror providing best value to the government.
