About this file
This is an Addendum #1 to RFP 935400-01 issued by the State of Iowa Department of Administrative Services (DAS) for professional design services related to plumbing repairs at the DOC Anamosa State Penitentiary Living Unit C. The project encompasses the replacement of existing pipe chases, supply/waste/vent piping, and plumbing fixtures across all 320 individual cells within Living Unit C, along with installation of new combination toilet/lavatory units. The design scope requires detailed construction drawings, specifications, and coordination with the Construction Manager regarding phasing, budget, and construction administration. A pre-bid meeting was held on October 12, 2023, with representatives from McGough Construction, Innovative Engineers, ISG, Bluestone, MODUS, and Shive-Hattery in attendance. Proposals were due October 26, 2023, at 2:00 p.m., with designer selection and contract execution anticipated for the week of October 30, 2023, and a design kickoff meeting scheduled for the week of November 6, 2023. Design deliverables include 100% Design Development by coordination with the Construction Manager, 50% and 95% Construction Documents at defined milestones, and 100% Construction Documents due January 8, 2024. Site visits to Living Unit C during the walkthrough were conducted during the pre-bid meeting.
The project budget ranges from $3,794,170 for a 13-week construction period to $5,322,023 for a 45-week construction period, depending on construction phasing. Pricing proposals must include lump sum fees broken down by design milestones and schedule of values. The hot water supply line replacement up to 100 feet from cells must be treated as an add alternate separate from the base bid scope. A hazardous material survey will be conducted to determine if abatement work is necessary prior to base bid work commencement. The selected design firm must provide a Professional Liability policy of $2,000,000 with a $25,000 deductible and submit a project-specific Certificate of Insurance prior to contract execution. DAS utilizes the Procore online project management system at no cost to the designer and employs a modified ConsensusDocs 803 Form of Agreement. Proposals must include resumes for all assigned technical staff, anticipated hours and rates for design team members, and a project-specific schedule. The facility indicated capacity to empty half of Living Unit C during construction as the preferred phasing method.
