Solicitation Number 70CMSD21R00000001 Basic Life Support (BLS)

(Cardiopulmonary Resuscitation [CPR] and Automated External Defibrillator [AED]) Certification Training

February 25, 2022

This is a combined synopsis/solicitation issued for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The clauses and provisions referenced in Attachment 1 to this solicitation may be reviewed/obtained in full text form at http://www.acquisition.gov/far.

Solicitation number 70CMSD22R000000022 is being issued as a 100% set aside for Economically Disadvantaged Woman-Owned Small Businesses (EDWOSB). The National American Industry Classification System (NAICS) code for this acquisition is 611699 All Other Miscellaneous Schools and Instruction, with a small business size standard of $12M. The Product Service Code (PSC) for this acquisition is U009 Education/Training-General. This procurement is for commercial services, therefore FAR Part 12 applies. FAR Subpart 13,5, Simplified Acquisition Procedures for Certain Commercial Items will be used in conjunction with FAR Subpart 16.5, Indefinite-Delivery Contracts.

Description of Requirement: Contractor shall provide all personnel, supplies, and services, to include travel to training locations as necessary to meet the Government requirement specified in the Statement of Work (SOW) for BLS (CPR &AED) certification training services. Period of performance for this IDIQ will be four years from date of award. No options will be included.

Task orders will be awarded at time of need.

Basis of Award: The Government will award one Indefinite Delivery, Indefinite Quantity (IDIQ) contract to the lowest priced, technically acceptable (LPTA) offeror. Upon receipt of proposals, the Government will evaluate the lowest priced offer. For efficiency purposes, if that offeror is technically acceptable and price is determined fair and reasonable, evaluations will cease, and award will be made. If that offer is not acceptable, the Government will evaluate the next lowest offer for acceptability. If that offer is acceptable, evaluations will cease, and award will be made. The Government will continue its evaluation of offers until an acceptable offer is determined.

General Submission Instructions:

Offerors shall use standard 8½ x 11” page size with, at minimum, 3/4” margins on all sides. The entire written submission shall use Times New Roman or other plain font that is easily decipherable and, at minimum, a 12-point font size for text and a 10-point font size for tables and graphics. All pages shall include page numbering. Any pages in excess of the specific page limitations for each volume as outlined in the table below will not be considered or evaluated.

All proposals shall include a cover letter and provision/clause fill-ins.

Cover letter shall include the following information:

1. RFP number

2. Name and address of vendor

3. Name, telephone number and email address of vendor point of contact.

4. Date of proposal submission

5. Company DUNS number

6. Signed solicitation amendment(s), if applicable

7. The validity period of the proposal (should be a minimum of 60 calendar days)

The evaluation factors are as follows:

Factor 1: Technical Capability Factor 2: Demonstrated Experience Factor 3: Price

Factor 1: Technical Capability

The Government will evaluate the technical capability based on the requirements of the RFP and corresponding Statement of Work (SOW). Technical capability will be evaluated on an Acceptable/Unacceptable basis as follows:

Acceptable: The offeror’s technical approach meets or exceeds all the requirements under this RFP and corresponding SOW.

Unacceptable: The offeror’s technical approach does not meet all the requirements under this RFP and corresponding SOW. The offeror is not eligible for award.

Technical Capability Submission Instructions: The offeror shall submit a proposal that clearly demonstrates they can meet or exceed the Government’s requirements. Contractor format for proposal submission is acceptable.

Offerors may submit narrative paragraphs describing how it proposes to meet the requirements under the SOW. Each narrative should list the corresponding SOW requirement. Offerors may submit certification credentials or other documents that demonstrate they can meet the Government’s requirement. Whatever the offeror choses to submit under Factor 1 shall list the corresponding SOW requirement for that factor.

If an offeror fails to address any of the requirements listed under this factor, or receives an unacceptable rating under this factor, the offeror will not be eligible for award. All requirements for Factor 1 are listed in SOW, Section 2.0.

Factor 2: Demonstrated Experience

Demonstrated Experience Requirements:

1. Offeror has conducted BLS (CPR & AED) training in multiple locations within the

CONUS.

2. Offeror has conducted BLS (CPR & AED) training concurrently or if not concurrent training (multiple locations on the same day), a minimum of four trainings per month at different locations.

3. Demonstrated experience has occurred within the last three years.

4. Demonstrated experience is teaching the same or similar training to this BLS (CPR &

AED) training requirement.

The Government will evaluate the offerors demonstrated experience as detailed below:

Acceptable: The offeror’s demonstrated experience meets all demonstrated experience requirements listed above and as such the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Unacceptable: The offeror’s demonstrated experience does not meet all demonstrated experience requirements listed above and as such the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort. The offeror is not eligible for award.

Demonstrated Experience Submission Instructions: The offeror shall submit narrative paragraphs describing how they meet the four requirements listed under Factor 2, Demonstrated Experience. If an offeror fails to address any of the requirements listed under this factor, or receives an unacceptable rating under this factor, the offeror will not be eligible for award.

Factor 3: Price

Total Evaluated Price (TEP) will be evaluated for reasonableness. TEP includes all contractor submitted pricing on the Government provided Price Matrix for the entire four-year period of performance of the IDIQ.

Price Submission Instructions: The offeror shall submit its pricing on the Government

(Cardiopulmonary Resuscitation [CPR] and Automated External Defibrillator [AED]) provided Price Matrix only. Note, there are no options on this IDIQ; however, offerors are allowed to submit different pricing by fiscal years as detailed in the matrix.

Offerors are required to complete all provision fill-ins on Attachment 1-Provisions and Clauses and return with their proposal for evaluation.
