Industry questions and Government responses:

1. The minimum number of participants for a training is listed as 6. Is there a maximum number of participants for a given training class?

Government response: There is no maximum number of students per class.

1. Each training session is one day. Will there be instances where there will be request for more than one training each day at the same site? Perhaps a training for a group in the am followed by a training in the afternoon for a separate group.

Government response: That is possible if scheduling allows for it.

1. Will there be instances where there will be request for trainings on consecutive days at the same site?

Government response: That is possible.

1. Have these services been procured previously? If so can you provide the previous solicitation number?

Government response: There was a previous contract. The contract number was HSCEMD- 16-F-00134. Solicitation number was 192116IHQRQN00075.

1. Are there any insurance requirements of the contractor?

Government response: No

1. For Demonstrated Experience Requirements number 2. Does different locations mean a different city or state or just a different physical location/facility?

Government response: Different city and state.

1. Will the Government expand the number of pages for Factor 1 – Volume 3, Technical Capability to accommodate certifications credentials and other documents that demonstrate they can meet the Government’s requirement? Can these items be added to Volume 4?

Government response: No, the Government will not expand the number of pages for Factor 1, Volume 3. Ten pages for Factor one is more than sufficient. This is a Lowest Price Technically Acceptable competition. There is no need for additional submission to show superiority over other offerors. The Government will award to the lowest priced offeror who meets our requirement.

1. Due to COVID-19 most training programs were at a standstill during the height of the pandemic. A lot of trainings were cancelled completely and those that weren’t were conducted in a Blended/Online format for safety precautions. Will programs be penalized for lack of Past Performance during the height of pandemic which occurred during the 3 year Past Performance Period Requirement.

Government response: No

1. Can you provide us a list of the ICE facilities where trainings will take place, so we can better estimate travel expenses?

Government response: I do not have a current list of every ICE facility, nor will these trainings necessarily take place at every ICE facility. Student may be consolidated by their local management.

1. Are contractors required to complete any type of security clearances?

Government response: No, contractors will be escorted on-site and will not have access to any DHS systems therefore they will not require security clearances.

1. Are we required to provide the Administration of Naloxone training?

Government response: No, you are not.

1. Are we required to provide the First Aid training?

Government response: Your company, if you are the awardee, is responsible for providing instructors and meeting the requirements of the Statement of Work. How your company does that is a business decision for you.

1. For Training Requirement 2.1.8 The contractor must supply a “student” guide document for each participant for use during the certification course. Do you mean a course training Booklet?

Government response: Yes.

14. For Training Requirement 2.1.9 can you provide an example of what this may look like for one location or multiple locations?

Government response: It is possible one course may be scheduled for one location in the morning and for the same or a second local location in the afternoon.

15. For section 2.2.2 it states that classes will be held between the hours of 0800-1300. However in section 4.4 it says contractor employees shall perform all work between the hours of 0800-1700 local time. Are classes allowed to be scheduled or conducted after 1300 hours?

Government response: That is a typo. It should read “The Contractor’s scheduling mechanism shall display class availability days and times for training sessions to BEGIN Monday through Friday, between the hours of 0800-1300 local time, (except on Federal holidays listed in Section 4.4.1 below).” This will allow all classes to take place between 0800 and 1700 hours.

16. If there is a spike in the spread of COVID-19, will the Government be willing to allow an Online/Blended Training with an in-person skills training?

Government response: No, all classes must be in-person.
