STATEMENT OF WORK (SOW)

FOR

BASIC LIFE SUPPORT (CPR & AED) TRAINING

February 18, 2022

1.0 GENERAL

1.1 BACKGROUND

The United States (U.S.) Immigration and Customs Enforcement (ICE), Homeland Security Investigations, Investigative Programs, Investigative Services Division (ISD), Special Activities Unit (SAU), serves as the ICE lead for the Tactical Emergency Medical Services (TEMS) Program. The ICE TEMS Program is tasked to ensure ICE law enforcement personnel are trained and certified in Basic Life Support (BLS) for application and use of cardiopulmonary resuscitation (CPR) and automated external defibrillators (AEDs).

The ICE TEMS Program must develop a program where one hundred (100) percent of the ICE law enforcement workforce will be provided training and maintain ceritifcations in Basic Life Support (CPR & AED) during work hours and at no expense to those personnel. Additionally, per the ICE Directive 10091, Administration of Naloxone by Non-Health Care Providers, “Naloxone may only be administered by ICE personnel who successfully complete required training on the use and deployment of naloxone and have cardiopulmonary resuscitation (CPR)/Automated External Defibrillator (AED) certification in accordance with standardized procedures.” This SOW would be fully implemented to capture new personnel, and rotations to and from overseas, the ICE Office of Professional Responsibility, and ICE Headquarters.

Additionally, all ICE personnel holding a BLS certification obtained in the ICE sponsored program would need to be offered the ability to maintain ICE sponsored recertification on a biennial (every other year) basis thereafter.

1.2 SCOPE

This effort will allow ICE the flexibility to procure medical training services to better prepare its’ workforce to respond to emergent situations and comply with ICE Directive 10091. To be considered for this award, the Contractor must be able to deliver American Heart Association (AHA), American Red Cross (ARC), or American Safety and Health Institute (ASHI) certification for Basic Life Support (BLS) for healthcare providers/professional rescuers, which shall include automated external defibrillators (AED) and cardiopulmonary resuscitation (CPR) training at ICE facilities throughout the United States and U.S. Territories for all tasks listed in this Statement of Work (SOW).

The scope of this effort is to provide certifying Basic Life Support (CPR & AED) training to 100% of the ICE law enforcement workforce (up to 12,000 people) at designated ICE headquarters and field offices throughout the U.S. and U.S Territories over a period of two years and recertify those people every two years, as needed. This Indefinite Delivery, Indefiinite Quantity (IDIQ) contract will have an ordering period of four years.

1.3 OBJECTIVE

The objective of this effort is to promote, certify, and re-certify the ability of ICE law enforcement personnel to recognize life-threatening emergencies, open and/or clear obstructed airways, deliver effective ventilations, provide high-quality chest compressions, and appropriately deploy and use an AED for, all for adults, children, and infants experiencing medical emergencies.

1.4 APPLICABLE DOCUMENTS

The following documents provide specifications, standards, or guidelines that must be complied with in order to meet the minimum certification requirements of this contract:

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TRAINING REQUIREMENTS

2.1.1 Provide certifying, instructor-led, 100% classroom based (not online or hybrid) basic life support (BLS) training for the healthcare provider/professional rescuer to 100% of the ICE law enforcement workforce at designated ICE headquarters and field offices throughout the U.S. and U.S Territories. Training sessions shall be completed within one business day. No class shall be broken out into separate days.

The basic life support training should, at a minimum, include the following topics:

Personal Protective Equipment (PPE) and Standard Precautions The importance of high-quality CPR and its impact on survival The Chain of Survival The BLS Assessment Sudden Cardiac Arrest Basic respiratory and circulatory systems Recognizing the signs of someone needing CPR Multiple Provider/Team Approach to CPR High-quality CPR for adults, children, and infants Legal considerations The importance of early use of an Automated External Defibrillator

(AED)

Effective use of an AED on adults, children, and infants.

Effective Ventialtions/Rescue breathing using a barrier device on adults, infants, and children Effective Ventialtions/Rescue breathing using a Bag Valve Mask (BVM) on adults, infants, and children

Relief of a foreign-body airway obstruction (choking) for adults, children, and infants

Effective use of the recovery position

2.1.2 The contractor must conduct 100% of the training sessions at designated ICE facilities throughout the United States and Territories where law enforcement personnel have a presence (this includes any of the 50 Continental United States (CONUS), its territories and the District of Columbia.

2.1.3 The Government will provide facilities for training

2.1.4 The contractor must include all costs to provide training throughout the CONUS , its territories, and the District of Columbia, no travel costs or shipping costs for materials will be provided.

2.1.5 The participant-to-instructor ratio shall not exceed 6:1.

2.1.6 The contractor must provide any and all training aids for session, including demonstration mannequins, first aid materials, participant/reference material, AED equipment, etc.

2.1.7 The equipment-to-student ratio shall not exceed 3:1, but is preferably 1:1 .

2.1.8 The contractor must supply a “student” guide document for each participant for use during the certification course.

2.1.9 The contractor may execute concurrent sessions within a location or at multiple locations.

2.1.10 The contractor must issue electronic certification cards denoting the AHA, ARC, or AHSI accredited Basic Life Support (BLS) certification to participants within 48 hours of training completion.

2.1.11 The contractor must certify participants for a 2 year period.

2.1.12 The Contractor must have the capacity to train up to 6,000 students every 12 months. The period of performance for each task order will depend on number of individuals contractor is required to train; however, no task order period of performance will exceed twelve months.

2.1.13 The contractor shall offer training that will be standardized, consistent and repeatable in every location where the course is delivered.

2.2 LOGISTICAL MECHANISMS

2.2.1 The contractor must provide an internet based mechanism to allow local ICE offices the ability to schedule training session(s) for their local workforce. Any scheduled class will have a guaranteed minimum number of six students. ICE will notify the contractor 48 hours prior to commencement of any scheduled class if cancellation is required, via the internet based scheduling mechanism. No payment will be rendered for services in these instances. Should ICE cancel with less than 48 hours notice, ICE will pay for the minimum guaranteed number of six students.

2.2.2 The Contractor’s scheduling mechanism shall display class availability days and times for training sessions to be held Monday through Friday, between the hours of 0800- 1300 local time, (except on Federal holidays listed in Section 4.4.1 below). ICE will schedule classes at least ten business days in advance and only on those dates showing contractor availability (date/time not already taken). The contractor’s scheduling mechanism shall provide adequate class schedule availability to train up to 6,000 students per year.

2.2.3 The Contractor shall provide a mechanism for ICE to track the program status and access data that is real time or near real time. At the minimum, the data should show the number of students certified in their specific locations and the expiration dates for each ICE personnel certified.

2.2.4 Contractor must notify each student, via email, three months prior to expiration of their current BLS certification.

3.0 CONTRACTOR PERSONNEL

3.1 Qualified Personnel

The Contractor shall provide certified instructors, as defined in paragraph 1.2, to perform all requirements specified in this SOW.

3.2 Continuity of Support

The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Contracting Officer’s Representative (COR) prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement.

3.3 Employee Identification

3.3.1 Contractor employees visiting Government facilities shall wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.

3.3.2 Contractor employees working on-site at Government facilities shall wear a Government issued identification badge. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent (in meetings, when answering Government telephones, in e-mail messages, etc.) and display the Government issued badge in plain view above the waist at all times.

3.4 Contractor Employee Conduct

Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not discredit the United States or the Department of Homeland Security. The Government Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.

3.5 Removing Contractor Employees for Misconduct or Security Reasons

The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.

Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.0 OTHER APPLICABLE CONDITIONS

4.1 SECURITY

Contractor access to classified information is not currently required. Contractors will not require PIV cards nor access to DHS networks or systems. Contractors will be escorted by an ICE employee while working inside ICE offices. Contractor will be maintaining a system of records containing Personally Identifiable Information (PII); therefore safety and security measures will be required in accordance with Attachment 1-Clauses to this contract.

4.2 PERIOD OF PERFORMANCE

The period of performance for this Indefinite Delivery, Indefinite Quantity (IDIQ) contract is four years. Task orders will be awarded and funded at time of need.

4.3 PLACE OF PERFORMANCE

The places of performance will be ICE facilities in all 50 States and U.S. territories. Specific training locations will be determined by ICE at time of need. The exact training locations will be established by ICE via the contractor provided internet based scheduling mechanism. Multiple iterations of the course at specific locations will be necessary where there are large numbers of employees.

4.4 HOURS OF OPERATION

Contractor employees shall perform all work between the hours of 0800-1700 local time, Monday through Friday (except Federal holidays listed in Section 4.4.1 below). The exact date and time for each training will established via the contractor provided internet based scheduling mechanism.

4.4.1 FEDERAL HOLIDAYS

The following Government holidays are normally observed by Government and contractor personnel:

New Year’s Day Martin Luther King's Birthday Presidential Inauguration Day (metropolitan DC area only), President's Day Memorial Day Juneteenth National Independence Day Independence Day Labor Day Columbus Day Veteran's Day Thanksgiving Day Christmas Day Building closures, inclement weather days and any other day designated by

Federal Statute, Executive Order and/or Presidential Proclamation.

4.5 TRAVEL

The contractor shall include any and all anticipated travel costs necessary to meet the requirements under this SOW. There will be no travel CLIN under this contract. All travel costs shall be included in the firm fixed price amount to complete the requirements under this SOW.

4.6 STATUS REPORTS

The contractor shall provide a cumulative monthly progress status report. This report shall be submitted on a government supplied electronic spreadsheet to include data regarding scheduled and completed training. The contractor shall update the spreadsheet after each class and provide the most current version monthly. The contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with DHS workstations (Microsoft Windows and Microsoft Office Applications).

4.7 SECTION 508 COMPLIANCE

Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L.

105-220 under Title IV (Rehabilitation Act Amendments of 1998) all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194. 5.0 GOVERNMENT FURNISHED RESOURCES

The Government will provide the workspace to perform the on-site portion of Contractor services required in this contract, unless specifically stated otherwise in this work statement.

6.0 CONTRACTOR FURNISHED PROPERTY

The Contractor shall furnish all materials, equipment and services necessary to fulfill the requirements of this contract.

7.0 GOVERNMENT ACCEPTANCE PERIOD

The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.

7.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal.

In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.

7.2 The COR will have 5 business days to review deliverables and make comments. The Contractor shall have 10 business days to make corrections and redeliver.

8.0 DELIVERABLES

The Contractor shall consider items in BOLD as having mandatory due dates. Items in italics are deliverables or events that must be reviewed and/or approved by the COR prior to proceeding to next deliverable or event in this SOW.
