About this file

This is Solicitation Addendum No. 2 issued by the City of Austin Financial Services – Central Procurement for RFP 5000 JOG3035, dated September 4, 2026, addressing citywide security guard and mobile patrol services across multiple City of Austin departments including Austin Facilities Management (AFM), Austin Water (AW), Austin Energy (AE), Austin Parks and Recreation (APR), Austin Municipal Court, Austin Public Library, and other city departments. The addendum clarifies requirements across three service groups with an estimated combined total of approximately 50,837 monthly hours. Proposals were due September 8, 2026 at 2:00 PM CT, with written questions required by August 25, 2026 at 2:00 PM CT. No pre-offer conference was required. The initial contract term is 12 months with four optional 12-month extension periods, with anticipated contract execution in May 2027. The addendum incorporates revisions to Scopes of Work for AFM (Version 2), AW (Version 2), AE (Version 2), and Other Departments (Version 2), clarifying golf cart quantities, court training security officer locations, security requirements, mobile patrol coverage, and service locations.

Key pricing and operational terms established in the addendum include a mandatory City of Austin Living Wage rate of $22.15 per hour applicable to all personnel across all departments, with pricing structured to include hourly rates at regular, non-regular, emergency, and holiday tiers for Supervisor/Lead positions and Security Guards. All-inclusive pricing must incorporate labor, insurance, overhead, maintenance, and transportation costs with no separate billing allowed. The City reserves the right to make single or multiple awards by group, department, service offering, or any combination deemed advantageous and does not guarantee minimum purchase quantities, with actual service usage subject to variation based on City needs. Contractors must meet minimum qualifications including five consecutive years of similar security services experience with a valid Texas security license continuously maintained without interruption, provide three client references, and comply with comprehensive insurance requirements including Workers' Compensation, General Liability, Business Automobile Liability, Crime insurance, and other specified coverages. Economic Price Adjustment provisions in the Terms and Conditions (Version 2, Section 1.40) govern any pricing adjustments during the contract term, with the Living Wage rate at contract execution remaining fixed throughout the initial term and extension options unless adjusted through the Economic Price Adjustment process.

AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT

Checks

Solicitation: RFP 5000 JOG3035 Addendum No: 2 Date: September 4, 2026

This addendum is to incorporate the following changes to the above referenced solicitation:

1.0 Clarifications:

a. Attachment 1, Austin Facilities Management (AFM) Scope of Work (SOW), Version 2 clarifies the required number of golf carts in Section 3 and court training security officer locations in Section 9.3.5.

b. Attachment 2, Austin Water (AW), SOW, Version 2 clarifies the security requirements in Section 2 and mobile patrol requirements in Section 2.9.

c. Attachment 3, Austin Energy (AE), SOW, Version 2 clarifies the service locations in Section 8.

d. Attachment 7, Other Departments, SOW, Version 2 clarifies the service locations for Office of Arts, Culture, Music, and Entertainment (ACME) on page 6, Section 1.

2.0 Questions:

Q1: Is the five-year company operating/licensure requirement in the Citywide SOW, Section 3.1 a firm eligibility requirement, or are there exceptions or other qualifications the City may consider in determining whether an Offeror meets the minimum requirement?

A1: The Minimum Qualifications requirements outlined in the Citywide SOW, Section 3.1 are firm.

Q2: Since the City may award by department or service offering, can Offerors bid specifically on Parks, Convention Center/Event Services, or selected Other Departments without bidding every department in the larger pricing group?

A2: Contractors must submit pricing for all line items within a group in order to be eligible for award within that group. Failure to provide pricing for all line items in a group will make the Offer ineligible for award for that group, per the Citywide SOW, Section 1.1.

Q3: For Parks mobile patrol, can employee-owned vehicles be used if they are properly insured and clearly marked as security vehicles, or must the vehicles be owned/leased by the Contractor?

A3: The Contractor is responsible for complying with all SOW requirements and insurance coverages outlined in the Terms and Conditions, Version 2, Section 1.41, B. related to vehicles.

Q4: Can you please clarify the approximately 2,000-hour monthly discrepancy between the AW, SOW and Price Sheet?

A4: AW added the new AWCC (Hutland) and East Hub (Tracor Lane) that AW do not occupy yet. AWCC is one officer 24/7 and East Hub is 2 mobile officers strictly to that site 24/7.

Q5: Are AFM hours expected to increase significantly? The 17,700 hours per month reflected in the Price Sheet appears to be approximately 10,000 hours higher than the current monthly coverage IPSA is providing.

A5: AFM number of facilities is increasing. As noted on the Price Sheet, Special Instructions, the quantities noted are estimates and not a guarantee of actual volume. The City does not guarantee the purchase of the quantities listed, actual purchases may be more or less.

Q6: Are any of the security guards or supervisors armed positions?

A6: The majority of the Scope of Work is for unarmed guards. The City does have an option to contract for armed guards, and pricing for those positions in the Additional Services & Positions (For Informational Purposes Only) section on the Price Sheet, Line Items 41-45. The Scope of Work for these services can be found starting on page 53 of the solicitation document labeled Solicitation Packet - RFP 5000

JOG3035.

Q7: How are services currently divided among the existing awarded contractors?

A7: How services are currently divided related to the existing contract is not a factor to this solicitation. The needs of the City moving forward are the basis of this solicitation and will be used to recommend award.

Q8: How much was spent with each awarded contractor under the current Citywide Security Guard Services contract during the most recent 12 months?

A8: All publicly available information related to the existing contracts is available using the link provided on page 1 of the Citywide, SOW.

Q9: What are the current bill rates for each security position under the existing contract?

A9: See A10.

Q10: How does the City anticipate dividing services among multiple chosen contractors under the new contract (department, service category, availability, performance, etc.)?

A10: As outlined in the Citywide SOW, Section 1.1, the City intends to award to multiple qualified

Contractors submitting the highest rated Proposal(s) based on the Evaluation Factors set forth in this Solicitation. The City reserves the right to make multiple awards by group, department, service offerings, or any combination deemed most advantageous to the City. Contractors must propose pricing for all line items within each group for which they seek award. Failure to provide pricing for all line items in a group may render the proposal ineligible for award for that group.

Q11: Does the City anticipate a target number of contractors to be awarded for each group or department?

A11: No.

Q12: Should golf cart and patrol vehicles costs be entered under Items 38–40, or included in the department’s hourly rates?

A12: Pricing should be submitted under Items 38-40 with the following exceptions, AFM SOW, Section 3.3, permits a flat monthly rate; AW SOW, Section 5.1.1, prohibits separate fees; and AE SOW, Section 11.1, requires these costs to be included as overhead. Department specific requirements prevail.

Q13: If employees have not yet been assigned to this contract at the time of proposal submission, how should the employee list on the Living Wage Contractor Certification be completed?

A13: The Contractor may enter To Be Determined or TBD on the employee list and complete the Certification.

Q14: The Citywide SOW, Minimum Qualifications Section 3.1.2 requires the Contractor to have an active license with the State of Texas and to have “continuously maintained a valid license with the State of Texas for five years prior” to the solicitation closing date. Can you please confirm whether this requirement means the Contractor must have maintained an active Texas license without interruption for the five consecutive years immediately preceding the September 8, 2026 solicitation closing date, or whether the City will consider a Contractor that currently holds an active Texas license and has more than five years of prior licensed security operations in Texas, but with a gap in its Texas licensing history.

A14: The Contractor must have continuously maintained a valid Texas license without interruption for the five consecutive years immediately preceding the Solicitation Closing Date. A licensing history containing a gap does not meet this minimum qualification.

Q15: AFM, SOW, Section 1 – clarifying that every new officer assigned to any AFM site will receive 40 hours of billable training by the Site Supervisor?

A15: The assigned City of Austin Site Security Supervisor will provide 40 hours of site-specific billable training to all newly assigned Guards before the Guards can work alone at any AFM supported facility.

Q16: Will Austin Public Health, Attachment #7 be part of the AFM contract?

A16: The existing contract is not a factor to this solicitation. The needs of the City moving forward are the basis of this solicitation.

Q17: Is a surety bid bond or performance bond required as part of this RFP? If so, please provide the required amount and any applicable bonding requirements.

A17: No bid bond or performance bond is required.

Q18: Austin Water – Mobile Patrol Coverage: On Page 1, Section 2.1.10 references 24/7 mobile patrol coverage. Is this mobile patrol requirement intended to provide the same coverage described in Section 2.1.11, or are these separate and distinct service requirements?

A18: These are separate mobile coverage. Refer to AW, SOW, Version 2 for additional information.

Q19: Please confirm the anticipated monthly hours listed on the pricing sheet for each department/location.

A19: This information is included on the Price Sheet.

Q20: May the mobile patrol services and on-site guarding services for AFM be provided by two separate security companies, or must both services be performed by the same contractor?

A20: This may be the same company or different companies.

Q21: AFM, SOW, Section 6.2 states that a dedicated shift supervisor must be available 24/7. Please clarify whether this requires continuous 24/7 on-site supervisor coverage, or if one dedicated supervisor must be available to conduct site visits and provide supervisory oversight at various times throughout the day.

A21: The dedicated shift supervisor must be available at various times throughout the day, on any day of the week or year.

Q22: Will there be a pre-bid meeting?

A22: As noted on the Solicitation Cover Sheet, Page 1 no pre-offer conference is required.

Q23: Will Contractors need to provide Maritime Insurance as there are bodies of water around Austin?

A23: No. The required insurance coverages are outlined in Section 1.41 of the Terms and Conditions, Version 2.

Q24: Will Security Guards be in the airport, working alongside of TSA, Customs?

A24: No, security guards would not be working alongside other law enforcement agencies at the airport. To access certain areas of the airport a “customs seal” is required as part of our badging process.

Security guards would not supplement, replace, or work with law enforcement.

Q25: Preferred firearm for the armed officers?

A25: AFM has no preference, this is up to the Contractor’s discretion.

Q26: The AE SOW states initial contract levels "shall average between 3,300 to 3,600 hours per week" (approximately 14,300–15,600 hours per month), while the Price Sheet's AE line items total 12,714 estimated monthly hours. Could the City clarify which figure Offerors should use as the basis for staffing and pricing?

A26: The hours listed on the Price Sheet have been provided by the respective departments as estimates only and will be used to compare pricing among Offerors. Actual usage of the contract may vary.

Q27: The Security Guard Schedule for Austin Resource Recovery (ARR) appears to show different guard counts for the Monday–Friday and Saturday–Sunday rows covering the same 2:30–6:30 a.m. shift window. Could ARR confirm the exact guard count required for weekday versus weekend CBD coverage, and how this aligns with the Price Sheet's 160 estimated monthly hours for this line item?

A27: ARR requires one guard M-F; 2 guards Sat-Sun. See A26.

Q28: One Texas Center, 505 Barton Springs Rd. appears as a staffed post under both the Austin Facilities Management attachment and the Austin Municipal Court schedule. Are these two independently staffed posts for two different departments, or should this location be priced only once?

A28: These are two distinct requirements for two different departments. Pricing must be placed separately. AFM requires security post as you enter the facility outside of the Court area. Muni Courts will require security within the courts.

Q29: The Price Sheet allocates hours to Austin Aviation, but we were unable to locate specific site addresses, shift schedules, or post counts for this department in the attachments. Could the City provide this information?

A29: Service at Austin Aviation will be on an “as needed” basis with the possibility of multiple buildings being included. Any usage from Austin Aviation would align with the scope and be quoted based on contract rates.

Q30: Could the Office of Arts, Culture, Music and Entertainment provide the specific site(s), shift schedules, and post requirements for this department?

A30: Please refer to Attachment 7, Other Departments, SOW, Version 2, page 6, Section 1 for ACME service locations.

Q31: Could AE provide a representative count or list of current posts/substations to support accurate staffing and equipment planning?

A31: Please refer to the AE’s SOW, Version 2, Section 8 for service locations.

Q32: Given the contract's potential five-year term, if the City's mandated Living Wage minimum increases above $22.15/hour during the contract period, would that be applied as an automatic adjustment to the contract floor, or would it need to be requested through the Economic Price Adjustment process tied to the referenced Producer Price Index?

A32: Currently, the Living Wage rate at contract execution remains the requirement throughout the contract term, including extension options.

Q33: Is there a standard citywide mobilization/transition timeline or target go-live date for the other departments, or does each department set its own?

A33: If needed, and after contract execution, each department Contract Manager will work directly with the awarded contractor(s) to establish its own mobilization/transition timeline.

Q34: For posts requiring CJIS Certification (certain Austin Facilities Management sites and Austin Municipal Court/DACC posts), could the City clarify the certification process, typical timeline, and whether related costs are billable to the City or borne by the Contractor?

A34: There is no cost for CJIS certification. Each guard must independently complete the required training, which takes up to two hours and may be completed remotely. The certification process typically takes three to five days and includes required documentation and a short test. Guards must then schedule fingerprinting, and the Contractor is responsible for the associated costs. Certification is required annually.

Q35: The Scope of Work references the City's existing Citywide Security Guard Services and Mobile Patrol

Services contracts via the Austin Finance Online contract catalog. To support accurate transition planning, could the City confirm:

(a) the identity of the current incumbent Contractor(s), if not fully clear from the linked contract records;

(b) the actual current weekly or monthly hours being utilized across departments, as compared to the Price Sheet's forward-looking estimates;

(c) whether a transition or incumbent briefing will be made available to the awarded Contractor(s);

and

(d) whether current incumbent staffing levels or rosters would be shared to support continuity of service during transition?

A35: (a) The current Contractors are clearly listed from the link included in the Citywide SOW, page 1.

(b) If available the current hours being utilized across departments are included in the SOW. The Price Sheet estimates quantities are provided as a guide based on historical or anticipated usage.

(c) The department Contract Manager(s) may request a kick-off meeting/briefing with the awarded

Contractor(s) after the contract(s) are executed.

(d) If available, the department Contract Manager may share staffing levels or rosters with the awarded contractors to support the transition.

Q36: The Citywide SOW, Section 3.2.7 emphasizes maintaining guard consistency at permanent posts. Do you have a preference or expectation regarding transitioning qualified incumbent security guards and supervisors who are currently in good standing at your facilities?

A36: The Offeror’s Proposed Solution, Item 10.3 in the Solicitation Instructions should provide a proposed solution for recruiting, screening, staffing, and retaining Guard staff.

Q37: Will the City provide SilverTrac access across other departments, or should we plan to deploy our own electronic tracking system citywide?

A37: The City will not provide SilverTrac access across other departments. Per the Solicitation Instructions, Section 10.3, (iii), the Contractor shall provide a Communication Plan for communicating with internal and external customers to accomplish the work described in the SOW.

Q38: The Standard Terms and Conditions, Section 2.6 establishes the mandatory living wage of $22.15 per hour. Are any of the security positions or facility posts currently subject to an active Collective Bargaining Agreement (CBA) or union representation?

A38: A CBA is not applicable.

Q39: In Section 10.3 (Proposed Solution), you ask Offerors to propose enhancements and best practices for the City’s Security Guard Services Program. Are there specific operational challenges, site pain points, or reporting gaps at key campuses (e.g., Austin Energy, Austin Water, or Library branches) you would like us to specifically address in our proposed work plan?

A39: The Solicitation Instructions, Section 10.3 outlines the specific components that Offerors must address.

Q40: Are there any other department-specific equipment requirements, handheld radio network specifications, or specialized credentials needed beyond the stated CJIS, TCOLE Court Security, and Aviation airport badge requirements?

A40: Department specific requirements are outlined in the Scope of Work.

Q41: Does the Austin Aviation Department require Offerors to submit an Airport Customs Security Bond with their Offer to satisfy the requirements outlined in Section 2.10(E) of the Terms and Conditions?

A41: No, the Customs bond will only be required if the services requested require access to our Customs area. At this time, we do not expect services to be rendered within the Customs area.

Q42: Can you confirm if the Living Wage hourly rate for vendor security employees must meet the $22.15 metric at a minimum for all assigned officers across all departments? If not, can you please provide the required living wage that must be met for this contract?

A42: The contract’s Living Wage rate amount is $22.15 is applicable to all departments and all assigned personnel.

Q43: Per the Citywide SOW, Section 3.3.6 is a relief officer required to cover the two 15-minute nonpaid breaks per shift, exceeding 8 hours?

A43: The Contractor is responsible for providing the two 15-minute non-paid breaks required for shifts exceeding eight hours while maintaining required coverage.

Q44: Per the Citywide SOW, Section 3.4.3 is the requirement for a cell phone for each site, or each post?

Are there any phone specifications i.e. Smartphone?

A44: This requirement applies to each City site and includes no phone specifications.

Q49: AFM SOW, Section 2 is the requirement for the CJIS certification a new or existing requirement on this contract? If not new, how many officers are required to hold this certification and how many hold it now?

A49: This is an existing requirement. CJIS certification is required for each guard that would work at the facility requiring CIS certification. AFM currently has 4 CJIS positions and expects this to grow to 8 minimum positions for CJIS certified guards.

Q50: AFM SOW, Section 3 is there a requirement for either gas or electrically operated golf carts? If electrical, is there a location for charging and what is the expectation for patrols while the cart is charging. If gas, will there be a storage location for gasoline?

This would be up to the Contractor to determine number of vehicles needed to meet the daytime and overnight patrols needed by the City for 12 current locations. Locations may be added or removed. At minimum, 2 vehicles will be needed to handle patrols between 12 locations.

Q55: AFM SOW, Section 9.3.1 at what location will the Court Trained Security officers perform duties? The Municipal Court location is not listed in Section 7 or 8.

A55: Please refer to AFM, SOW, Version 2, Section 9.3.5 for the court training security officer locations.

A80: The City prefers Offerors to provide information related to the company’s local workforce.

Q81: Attachment 1 identifies Armed Security Guard services as a department-specific requirement for

AFM. The Pricing Sheet includes Armed Security Guard Services only within the "Additional Services & Positions" section, which is designated as informational and non-evaluated. To ensure consistent pricing among Offerors, please clarify whether Armed Security Guard services are considered part of the anticipated contract scope for evaluation purposes and, if so, where those costs should be reflected in the Price Sheet.

A81: As outlined in the Citywide SOW, Section 1 the City may request armed security guard services if a business need arises during the contract term. Contractors may submit information and pricing for armed guard services for informational purposes only. Those costs should be reflected in the Price Sheet in “Additional Services & Positions (FOR INFORMATIONAL PURPOSES ONLY)”
