About this file
This Request for Proposal (RFP) document outlines general engineering services needed for the Priest Rapids Project, a hydroelectric facility operated in Washington State consisting of the Priest Rapids Development and Wanapum Development with a combined generating capacity of approximately 2,090 megawatts located on the Columbia River in Grant, Kittitas, and Yakima counties. The RFP solicits engineering services to support the ongoing operations and maintenance of this critical infrastructure, which has been in commercial operation since September 1961 and includes switching, transmission, and related facilities necessary for delivering electric output to the Bonneville Power Administration's transmission network. The document specifies the scope of work, technical requirements, and evaluation criteria that prospective bidders must address in their proposals, though specific response deadlines, site visit opportunities, pre-bid meetings, and contract award timelines are referenced within the detailed RFP sections.
The proposal evaluation will assess bidder qualifications, technical approach, pricing, and relevant experience in utility-scale engineering projects. Interested vendors should review all technical specifications, insurance and bonding requirements, and compliance obligations outlined in the RFP documentation. Funding for these engineering services derives from the Priest Rapids Project's operational budget, and award will be made to the responsive and responsible bidder whose proposal best meets the stated criteria and represents the most advantageous value to the Project.

Since 1938 applicable law and the District may disclose Respondent’s proposal and/or accompanying information at its sole discretion in accordance with its obligations under applicable law.
• The District will not contact Respondent when records the District has received are responsive to a request for public record that would result in these records being released.
• Marking pages “confidential” or “proprietary” does not prevent them from release. The District will review for any records that meet the proprietary exemption in RCW 42.56.270(11). The District will either claim the exemption for Respondent, or if there is any question as to its validity, the District may contact Respondent about claiming the exemption.
• Other items that may be provided with proposal that are NOT exempt from disclosure: Employee wages, equipment and material costs.
• Having a Non-Disclosure Agreement (NDA) with the District does not preclude the District from releasing these records. The courts have ruled that not all NDAs are enforceable in response to requests for public records.
• District scoring/evaluation forms are not exempt from disclosure once the Agreement has been awarded.
In order to provide the best fit of qualifications versus scope of services the District will likely award multiple contracts based on areas of expertise, e.g., contracts for firms strong in transmission line engineering, or substation engineering, or distribution engineering work, or land surveying, or fiber optic infrastructure design, or hydraulic engineering, sub-surface exploration, etc.
