About this file
This is a Request for Proposal (RFP) issued by the Hampton Roads Sanitation District (HRSD), a political subdivision of the Commonwealth of Virginia, seeking qualified consulting firms or teams to provide professional services supporting HRSD's Program Support Office (PSO) and Capital Improvement Program (CIP). The scope of work encompasses six primary focus areas: portfolio, program and project management support; CIP planning support; program controls support; change management, communication, and training; Project Management Information Systems (PMIS) and innovation/artificial intelligence tools; and miscellaneous support tasks. HRSD anticipates establishing a multi-year estimated use contract with no guaranteed minimum hours or tasks, with compensation based on task orders jointly prepared and executed by both parties. Staff augmentation is required for at least the first two years, with three specific positions—Program Support Manager, Business Process Analyst, and Program Support Analyst—expected to work on-site at HRSD's Virginia Beach office. A pre-proposal conference is scheduled for September 9, 2026, at 1:00 p.m. EST via Microsoft Teams. Proposals are due September 30, 2026, by 2:30 p.m. EST through HRSD's Oracle ERP system. Interviews are tentatively scheduled for November 2, 2026, with a notice of decision to award anticipated November 20, 2026.
Offerors must submit proposals in four parts: qualifications and experience, technical approach, appendices including resumes and references, and labor rates with multipliers. For online submittal purposes, a nominal $1.00 bid should be submitted, with actual compensation determined through individual task orders based on approved hourly rates and deliverables. The contract is governed by Virginia law and HRSD's Procurement Policy, incorporating industry standards from the Project Management Institute (PMI), Association for the Advancement of Cost Engineering (AACE), and relevant federal and state regulations. Proposals will be evaluated on a 100-point scale considering proposed approach, firm and personnel experience, understanding of PSO's role, change management philosophy, organizational structure, and quality approach. Minimum consultant qualifications require the Program Support Manager to hold PMP or PgMP certification with ten years of capital program management experience; the Business Process Manager to have ten years of capital planning and business process evaluation experience; and the Program Support Analyst to have seven years of experience with Project Management Information Systems, Oracle Unifier, and software integration. Offerors must provide at least five references for similar services and demonstrate prior experience across all six focus areas, with qualifications potentially met collectively by teaming firms.

This scope is expected to include development of a Digital Project Manager Assistant (DPMA) to enable PMs and PMIS users to generate project management reports through natural language queries. The DPMA shall help reduce administrative workload by streamlining tasks such as invoice review, RFI responses, design reviews, project information compilation and analysis, setting up project management templates, and dashboard creation.
