GWCC Hotel and Conference Center

Request for Proposal for Distributed Antenna System (DAS)

GWCCA081922EC

Drew Company Atlanta, LLC is pleased to issue this Request for Proposal for the Signia by Hilton

Atlanta Hotel, located at the Georgia World Congress Center campus in Atlanta, Georgia (the

“Hotel”) on behalf of the Georgia World Congress Center Authority (the “GWCCA”). Drew

Company Atlanta, LLC is the developer for the Hotel. GWCCA is the owner.

Project Description

The Hotel is a new 976 key convention hotel in Atlanta which will be connected to the existing Georgia World Congress Center (the “GWCC”). This new Hotel will strengthen the

GWCC and Atlanta’s position as a national premier destination for sports, entertainment, and convention markets. The project’s front door and vehicular entrance is from Northside Drive, with an equally prominent pedestrian entrance off of Andrew Young International Boulevard.

The new Hotel is connected to the existing GWCC Building C to the North and the existing

GWCC B-C Connector to the East. The project has excellent visibility to both the new

Mercedes Benz Stadium and Home Depot Back Yard to the South and will be a beacon on the GWCC campus with visibility for miles around metro-Atlanta.

In addition to the 976 guestrooms and associated pool, fitness, and clubroom amenities, the project includes approximately 75,000 square feet of new meeting space organized into three zones: a social ballroom, a grand ballroom, and a conference center. These conference spaces can be used independently from or in conjunction with the existing GWCC convention space. The program also includes a three-meal restaurant, signature restaurant, multiple bars, and several outdoor spaces to support the hotel and surrounding campus activities. With its prominent connection to the new Mercedes Benz Stadium and close proximity to newly renovated State Farm arena, the Hotel amenities serve not only hotel guests but also visitors to the broader sports and entertainment campus on which the

GWCC Hotel sits.

Scope of Services

The scope services being solicited within this RFP includes the full turnkey installation of a

Distributed Antenna System (DAS) as outlined below:

• GWCCA is seeking a contractor to provide design, construction, installation, implementation, operation, maintenance and service for a state-of-the art centralized neutral host distributed antenna system (“DAS”) at no cost to the GWCCA that is capable of providing enhanced commercial cellular wireless mobile services and radio coverage throughout the Hotel facility, located at 159 Northside Drive Atlanta, Georgia 30313, serving the Hotel staff, guests, tenants, licensee, exhibitors, attendees, contractors, and any member of the public authorized to use the proposed facilities. Contractor shall bear all costs associated with the design, installation and long-term management of the DAS. This RFP is for DAS only – WiFi, CBRS and

ERRCs will be under separate agreements with others.

• Contractor shall provide all DAS equipment and supporting infrastructure, including monitoring and management components, mechanical and structural hardware, and all construction elements (labor, materials, equipment, goods and services necessary) to support the neutral host DAS, which will provide robust and enhanced cellular mobile service throughout the Signia by Hilton Hotel, including administrative offices and loading docks. The DAS will also support current providers and known technologies at all times, independent of the wireless frequencies and format used.

• The drawings and specifications provided attached hereto as Exhibit A and

Exhibit B are meant to provide a general basis of design, only.

• The DAS must have active (powered) elements, which shall amplify radio signals to ensure consistent wireless services to all authorized carriers at the appropriate power levels, including the ability to adjust and control power levels to a carrier without disturbing services provided by other carriers.

• The DAS shall provide a centralized management system that provides a system wide view of the in-building deployment. An extensive plan review and approval process shall be implemented prior to any purchase of goods and installation of the DAS.

4 | P a g e August 18, 2022

• Contractor shall provide a long-term operation and management solution, including providing maintenance of the solution, monitoring, outage reconciliation and break-fix services, oversight and compliance of equipment obsolescence and upgrade development paths in the future.

• Contractor shall also comply at all times with all electrical code requirements at the federal, state, and local levels.

• Include project coordination which incorporates complete submittal package, shop drawings, project brochure package, dimensioned rough-in drawings, O&M

Manuals and warranties.

• Procurement and Warehousing of Equipment based on project schedule.

• Installation of all equipment which includes delivery, staging, inventorying, uncrating, assembling, setting, leveling and final fastening.

• Removal of all uncrating material, rubbish and trash must be included in this scope.

• Insurance to be provided per the attached Exhibit E requirements.

• The GWCCA intends to enter into an agreement with the Contractor to market the hotel to wireless/cellular carriers to improve cellular coverage at the Hotel.

Initial term of nine (9) years (initial term cannot exceed 9 years).

Renewal terms – Respondent to propose renewal terms.

Due Diligence period – Respondent to propose Due Diligence period. This period allows

Contractor to market the property to the wireless carriers, perform necessary testing, and obtain any required permits for the proposed installation. The Substantial Completion Date is December 18, 2023 and should be considered the on-air date for the system. In other words, the system should be operational with multiple carriers on or before December 18, 2023.

• If Contractor has received expressions of interest or letters of intent from any carriers include those with this response.

• Please indicate the minimum amount of carriers that would be required by the Contractor to move forward with design, construction and operation of the DAS.

• Recurring compensation as part of this arrangement, Contractor will compensate the GWCC

Hotel based on the scope of the solution.

• Commencement of the term of the DAS contract shall begin when the first Carrier commences operation on the DAS.

• During the Due Diligence, Contract and Renewal periods, Contractor will have the right to market, install and operate indoor networks that serve commercial wireless service providers.

• Contractor will be provided Head-end space on level B2 of the Hotel to accommodate

5 | P a g e August 18, 2022

Contractor’s DAS head-end equipment and the equipment the wireless service providers would need to join the DAS. Approximate size of the space is 368 SF as shown on the drawing attached as Exhibit F. The equipment room will be improved/constructed at Contractor’s sole cost and expense.

• Contractor will manage all carrier marketing, leasing and integration onto the DAS system, as well as manage future carrier modifications or upgrades, at absolutely no cost to the GWCC

Hotel or GWCC.

• Contractor will be responsible for technology evolution and network upgrades including but limited to the rollout of 5G. Network upgrades or modifications required to support future wireless service provider needs would be completed at no cost to the GWCC Hotel or GWCC and supported by the carriers’ deployment needs; Contractor will cover associated costs under our agreements with the wireless carriers.

• Contractor shall bear responsibility and overhead costs associated with network operations.

• Network reliability supported by Contractor NOC (Network Operations Center) for off-site monitoring by the Contractor with redundant backup, monitoring the DAS 24/7/365 with 99.9% availability. This monitoring is done at no cost to GWCCA.

• Contractor will maintain the DAS Network for the entire contract term at its sole cost and expense. Contractor shall contract with the wireless carriers for performance criteria and resolution management protocols.

• Contractor shall leverage their relationships with the wireless carriers to secure funding for the entire DAS network.

MWBE Participation

GWCCA strongly endorses and encourages the participation of Minority and Women Owned

Business Enterprise (M/WBE) firms in the design and construction on this Project which will be owned by GWCCA.
