About this file

This is Amendment 3 to Request for Proposals (RFP) #35910-14916 issued by the State of Tennessee Department of Children's Services for Alcohol and Drug (A&D) In-Home Case Management Services under Therapeutic Family Preservation and Reunification (TFP) funding. The amendment updates the RFP schedule of events with revised critical dates. The written questions and comments deadline has been extended to April 14, 2026, with state responses provided by May 5, 2026. The proposal response deadline is May 14, 2026 at 2:00 p.m. central time. Technical response evaluations will be completed by May 27, 2026, followed by cost proposal opening and scoring on May 28, 2026. Optional negotiations are scheduled for June 1-2, 2026, with the Notice of Intent to Award released on June 3, 2026 at 2:00 p.m. The RFP files will be opened for public inspection at that time, with the protest period ending June 10, 2026. The state will send the contract to the selected contractor on June 11, 2026, with a contractor signature deadline of June 12, 2026 at 2:00 p.m. The contract term runs from July 1, 2026 through June 30, 2029 with no renewal options specified.

The amendment confirms that all other terms and conditions of the original RFP remain in full force and effect. The RFP anticipates multiple contract awards across six regional service areas: Northeast, East, Tennessee Valley, Mid-State, Mid-West, and West. Evaluation criteria allocate 20 points for general qualifications and experience, 50 points for technical qualifications and approach, and 30 points for cost proposals. Contractors must be licensed by the Tennessee Department of Mental Health and Substance Abuse Services or the Tennessee Department of Children's Services and maintain comprehensive insurance coverage including cyber liability and sexual abuse and molestation insurance. Staffing requirements specify a bachelor's degree in social sciences with one year of relevant experience, or a bachelor's degree in another field with three years of experience for case managers, while supervisory staff must hold a master's degree or bachelor's degree with five years of alcohol and drug services experience.
