About this file

This is Amendment #4 to RFP #35910-12703, issued by the Tennessee Department of Children's Services for statewide home study services across six geographic regions. The RFP seeks six separate contracts to provide comprehensive home study evaluations for traditional foster parent applicants, Interstate Compact on Placement of Children (ICPC) referrals, and court-ordered home assessments. The original RFP was issued on October 13, 2025, with the written questions and comments deadline set for October 23, 2025, and state responses provided on December 11, 2025. The revised response deadline is December 19, 2025 at 2:00 p.m. central time. Technical response evaluations will be completed by January 9, 2026, with cost proposals opening and scoring scheduled for January 21, 2026 at 2:00 p.m. Negotiations are planned for January 22-23, 2026, followed by the Notice of Intent to Award release on January 26, 2026. The open file period for public inspection concludes on February 2, 2026 at 4:30 p.m., with the state sending contracts to selected contractors on February 3, 2026. Contractor signature deadlines are set for February 5, 2026 at 2:00 p.m. The initial contract term commences from the effective date with options for up to four 12-month renewals, not to exceed a total contract period of 60 months.

Proposers must demonstrate the capability to complete 60% of traditional home studies within 60 days and 80% of all home studies within 89 days. Compensation is structured on a per-completed-study basis at $225 per study, with separate rates required for the three service types across each of the six regions. The evaluation process utilizes a 100-point scoring system with 25 points for general qualifications and experience, 45 points for technical qualifications and approach, and 30 points for cost. The state has committed to providing procurement opportunities to diverse business enterprises, including businesses owned by minorities, women, service-disabled veterans, persons with disabilities, and small business enterprises. Responsive and responsible bidders will be considered, with awards based on the best combination of attributes offered.
