DESCRIPTION

Basis for Subcontract Award:

A subcontract will be awarded to that responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in this solicitation.

This is a best value source selection. Award shall be made to contractors who are deemed responsible by FRA; whose proposal conforms to the solicitation’s requirements and is judged to represent best value to FRA. The best value is represented by the most advantageous offer, price and other factors considered. Such offers may not necessarily be the proposals offering the lowest price or receiving the highest technical rating. Prospective offerors are advised that a proposal meeting solicitation requirement with the lowest evaluated price may not be selected if award to a higher evaluated price offeror is determined to be most advantageous to FRA. FRA intends to award without discussions. Each contractor shall be evaluated relative to the following factors. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

Factor 1: General Services (7%) Factor 2: Dosimeter Types (10%) Factor 3: Accounts (7%) Factor 4: Dosimeter Numbering and Labels (7%) Factor 5: Dosimeter Shipments (7%) Factor 6: Processing (9%) Factor 7: Reporting (9%) Factor 8: Spare Dosimeters (7%) Factor 9: Backup Services and Equipment (9%) Factor 10: Quality Assurance Program (9%) Factor 11: Accreditation (10%) Factor 12: Performance Testing (9%)
