About this file
This document is a Request for Proposal (RFP) issued by the Oregon Department of Transportation (ODOT) for a study required under Section 75 of House Bill 2017 (HB 2017). The purpose of the study is to determine the proportionate share that users of vehicles powered by different means (electric, plug-in hybrid, hybrid, and all other passenger vehicles) should pay for the costs of maintenance, operation, and improvement of Oregon's highways, and whether these vehicle classes are currently paying their proportionate share. The study must be completed with a final report due by September 15, 2023.
The RFP outlines a four-task scope of work, including developing a methodology to calculate the proportionate share, collecting and modeling the necessary data, providing a draft report, and submitting a final report. ODOT anticipates awarding one contract with an initial term of 9 months and options to renew up to a cumulative maximum of 5 years. The RFP includes a 12% certified small business aspirational target and details the evaluation and award process, which will consider the proposer's experience, study approach, and price.

Investment Bank.
2.3.2 Project Overview, Background and Purpose
As Oregon continues to pursue options to reduce greenhouse gas emissions, this naturally leads to focusing on transportation as one of the largest sources of emissions. One way to reduce transportation emissions is to switch from petroleum-based fossil fuels to alternative powered vehicles, or some combination of the two. While switching to an alternative fuel type may reduce emissions, if that vehicle is using the roads at the same rate and is not paying as much or any fuels tax, then there are concerns about whether these vehicles are paying their proportionate share.
In HB 2017 (2017 Session), legislators attempted to address this concern by creating tiered title and registration fees for passenger vehicles based on fuel efficiency and type of the vehicle. These fees were based on the best available data at the time, but as more vehicle owners choose to move to alternative powered vehicles, the legislature included a section in the HB 2017 directing the Oregon Transportation Commission to study the contributions made by these different types of passenger vehicles.
The bill language is as follows: (Study and Report)
SECTION 75.
(1) The Oregon Transportation Commission shall conduct a study. The purpose of the study is to determine:
(a) The proportionate share that users of vehicles that are powered by different means should pay for the costs of maintenance, operation and improvement of the highways in this state; and
(b) Whether users of vehicles that are powered by different means are paying that share.
(2) If the commission determines that users are not paying a proportionate share, then the commission may include in the report recommendations for legislation.
(3) This section applies to users paying the vehicle registration fee under ORS 803.420 (6)(a).
(4) The commission shall report the results of the study to the Joint Committee on Transportation established under section 26 of this 2017 Act, in the manner provided by ORS 192.245, no later than September 15, 2023.
SECTION 76. Section 75 of this 2017 Act is repealed on January 2, 2024.
The Project Objectives:
• Develop a methodology for calculating the proportionate share that passenger vehicles powered by different means should pay for use of Oregon’s road system;
• Calculate the proportionate share that these different passenger vehicle classes should pay;
• Calculate the proportionate share that these different passenger vehicle classes are paying today.

2.4 SCOPE OF WORK/SPECIFICATIONS
Task 1: Methodology Development Contractor shall develop a methodology to calculate the proportionate share that passenger vehicles powered by different means (electric, plugin-hybrid, hybrid, and all other passenger vehicles) should pay for costs of maintenance, operation and improvement of the highways in Oregon. This methodology must be developed for each class of vehicles (electric, plugin-hybrid, hybrid, and all other passenger vehicles). This methodology must be consistent with available data.
Task 2: Data Collection and Modeling Contractor shall work with ODOT and other sources to collect data necessary to calculate the required proportionate shares in Task 1. The developed model to calculate the proportionate shares must include analysis on how adoption of the Advanced Clean Cars II rule in Oregon will impact the proportionate share for electric and plug-in hybrid electric vehicles through 2035.
Contractor shall estimate the proportionate share that passenger vehicles powered by different means, (electric, plugin-hybrid, hybrid, and all other passenger vehicles) currently pay for costs of maintenance, operation and improvement of the highways in Oregon.
Contractor shall develop a comparison between what each class of passenger vehicles powered by different means (electric, plugin-hybrid, hybrid, and all other passenger vehicles) currently pays to what they should pay.
Task 3: Draft Report Contractor shall submit a draft report to ODOT for review. Contractor shall incorporate clarifications, recommendations, and concerns into the final report. The draft report must include the following items:
• Executive summary
• Methodology section which covers the deliverables in Task 1
• Discussion of data used in the analysis, including any limitations and assumptions,
• Study results as defined in Task 2
• Study conclusions and recommendations for future studies
Task 4: Final Report Contractor shall submit a final report incorporating the clarifications, recommendations, and concerns from the draft report.
