About this file

This is Amendment #1 to Request for Proposals #34513-07827 issued by the State of Tennessee Department of Human Services for comprehensive child support enforcement services in the 7th Judicial District (Anderson County). The amendment updates the RFP schedule and provides clarifications to the original solicitation. Key milestone dates include a written questions and comments deadline of July 13, 2026, with state responses issued August 5, 2026. The response deadline is August 19, 2026 at 2:00 p.m. Central Time. Technical response evaluations will be completed by September 2, 2026, followed by cost proposal opening and scoring on September 3, 2026. Negotiations are scheduled for September 4-9, 2026, with the Notice of Intent to Award released September 10, 2026. The protest period ends September 17, 2026, and the contractor signature deadline is September 25, 2026. The contract term runs from May 1, 2027 through April 30, 2032 (five years), with a no-cost transition period beginning November 1, 2026.

The amendment addresses six substantive questions from potential respondents regarding payment terms, performance standards, staffing flexibility, file conversion status, court filing fees, and electronic filing requirements. The State clarified that contractors will receive normal payment for April 2032 if no service transition occurs, declined to modify the minimum performance standard for total disbursed child support collections, rejected allowance for part-time staffing arrangements, confirmed that no active files have been converted to electronic form, clarified that the contractor bears no responsibility for court filing fees unless using non-state service methods, and confirmed that the 7th Judicial District does not support or require electronic filing of legal documents. The amendment replaces the original RFP document in its entirety with Release #2, with all revisions emphasized in the new version.

STATE RESPONSE

1. The payment schedule for Year 5 stops one month short of the contract term, which ends April 30, 2032. There is provision for a “milestone payment which shall only be exercised when there is a transition of services to a new vendor….” Does this mean that there will be no payment to the vendor for April 2032 if there is no transition to a new vendor at the end of the contract?

The milestone payment only occurs for the last month of the Term when there’s a transition of vendors if a new vendor is selected in the next RFP for these services.

If there is no transition, the Contractor will be paid for April 2032 as normal.

2. The Minimum Performance Standard for Total Disbursed Child Support Collections requires a collections increase each year. Such collection increases are difficult to achieve given declining caseloads (nationally and within Tennessee) and resulting declines in collections. Would the State consider replacing this Standard with one that measures collections per ordered case, e.g. increase collections per ordered case by one percent per year?

No.

3. Given the small size of the office and the resulting need for flexibility, would the State consider allowing a vendor to provide up to two part-time staff if the total staffing is 7 FTE? For example, a vendor could have six full-time positions and 2 half-time positions?

No.

4. What proportion of active files have been converted to electronic form (imaged) in a manner that meets the requirements of this section of the pro forma contract?

None of the active files have been converted to electronic form at this time.

5. Is the contractor responsible for any fees or costs associated with service of process or filing of documents with the Clerk of Court? If so, please provide the contractor’s costs for each category during Calendar years 2024 and 2025, broken out by year.

The contractor is not responsible for any fees or costs associated with service of process or filing of documents with the Clerk of Court, unless they choose to attempt service using methods other than those provided by the State.

6. Does the TN 7th Judicial District support or require electronic filing of legal documents? Does the current operations electronically file documents? If there is a timeline for adopting electronic filing in the future, please provide.

The 7th Judicial District does not support or require electronic filing of legal documents at this time; the current operations do not electronically file documents.

3. Delete RFP #34513-07827, in its entirety, and replace it with RFP #34513-07827, Release #2, attached to this amendment. Revisions of the original RFP document are emphasized within the new release. Any sentence or paragraph containing revised or new text is highlighted.

4. RFP Amendment Effective Date. The revisions set forth herein shall be effective upon release. All other terms and conditions of this RFP not expressly amended herein shall remain in full force and effect.
