About this file
This is a Request for Proposal (RFP) issued by the City of Green Bay, Wisconsin, seeking qualified companies to provide comprehensive school crossing guard services for 32 schools throughout the city. The City currently employs 38 full-time crossing guards and 12 part-time relief guards and seeks to outsource the entire program including recruitment, pre-employment screening, training, coordination, and management. The RFP covers 44 crossing guard locations with a combined estimated 100.90 daily hours of service. The proposal deadline is July 6, 2020, at 2:00 PM, with virtual proposal opening via Zoom on the same date. The initial contract period is three years with an option for one two-year extension, anticipated to commence no later than August 3, 2020. Proposers must submit four complete paper copies plus one electronic zip drive file in a sealed envelope. The City reserves the right to conduct site visits, request oral presentations, and award the contract in whole or in part to one or more vendors.
The current budget estimate for the crossing guard program totals $421,070 annually, including $400,458 for crossing guards, $14,112 for program administration, $5,000 for operations lieutenant oversight, and $1,500 for supplies. The City's current crossing guard hourly wage range is $14.28 to $14.47 per hour after 16 years of service; however, this does not represent the rate contractors must pay employees. Pricing proposals must include all costs for supervisory oversight, administrative overhead, payroll taxes, workers' compensation insurance, liability insurance, and other operational expenses. Proposers must maintain Commercial General Liability coverage of $1,000,000, Business Automobile coverage of $1,000,000, and Workers' Compensation insurance with minimum limits of $100,000 per accident. The evaluation scoring prioritizes firm qualifications (20 points), training and implementation (20 points), references (20 points), cost proposal (30 points), and reports/invoicing (10 points), with total value—not lowest price—as the primary award criterion. Funding is subject to Green Bay Common Council approval of available funds.
