About this file
This is an Anti-Lobbying Certification Form for RFP 26F-0326, a telecommunication systems procurement issued by Mohave Educational Services Cooperative (MESC), an Arizona-based purchasing consortium serving approximately 480 public agencies statewide. The solicitation seeks qualified vendors to provide comprehensive telecommunication systems including installation of new systems, replacement and upgrades of legacy systems, expansion capabilities, and ongoing maintenance services across cabling infrastructure, network switches and routers, VoIP telephone systems, firewalls, power management systems, and remote access capabilities. The pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m., with a deadline for questions on March 19, 2026, and proposals due March 26, 2026, at 3:00 p.m., submitted electronically via OpenGov Procurement. The contract will be awarded for an initial one-year term with four potential one-year extensions available.
The certification form certifies compliance with the Byrd Anti-Lobbying Amendment (31 U.S. Code § 1352) and requires offerors to confirm that no federal appropriated funds have been or will be paid to influence federal transactions related to contract award. Offerors must disclose any non-federal funds used for lobbying activities by submitting OMB Standard Form LLL. The form further requires that all subcontract awards exceed $100,000 and include identical anti-lobbying language and certification requirements. Violations of anti-lobbying provisions are subject to civil penalties ranging from $10,000 to $100,000 per violation. Submission of this certification is a mandatory prerequisite for contract participation. Required vendor qualifications include current Arizona contractor licenses (C-67 or CR-67 Low Voltage Communication Systems), E-Verify compliance, federal debarment clearance certification via USDA Form AD-1048, and compliance with industry standards including ANSI, IEEE, ISO, ITU, TIA, UL, and FCC standards.
