About this file
This is an Anti-Lobbying Certification Form required for RFP 26F-0326, issued by Mohave Educational Services Cooperative (MESC), an Arizona-based purchasing consortium serving approximately 480 public agencies statewide. The certification applies to the comprehensive telecommunication systems procurement, which includes installation of new systems, replacement and upgrades of legacy systems, expansion capabilities, and ongoing maintenance services covering cabling infrastructure, network switches and routers, VoIP telephone systems, firewalls, power management systems, and remote access capabilities. The pre-proposal conference is scheduled for March 11, 2026, at 10:00 a.m., with a deadline for questions on March 19, 2026, and proposals due March 26, 2026, at 3:00 p.m., submitted electronically via OpenGov Procurement. The contract will be awarded for an initial one-year term with four potential one-year extensions.
The Anti-Lobbying Certification Form, as required by the Byrd Anti-Lobbying Amendment (31 U.S. Code § 1352) and Federal Acquisition Regulation 52.203-11, mandates that offerors certify that no Federal appropriated funds have been or will be paid to influence federal transactions. Offerors must disclose any non-Federal funds used for lobbying activities by submitting OMB Form LLL and must include identical certification language in all subcontract awards exceeding $100,000. Violations result in civil penalties ranging from $10,000 to $100,000 per failure. This certification submission is a prerequisite for contract award and applies to all vendors bidding on the MESC telecommunication systems procurement.
