About this file

This is Addendum No. 1 to RFP 26-061-SH for Depreciation Study Services issued by the Kissimmee Utility Authority (KUA) in Florida on October 12, 2026. The addendum provides clarifications and responses to proposer questions regarding the scope of work. KUA is requesting a comprehensive depreciation study for its transmission, distribution, general, and intangible assets, including data collection and analysis, evaluation of existing depreciation methods and reserves, determination of appropriate depreciation expense rates, and assessment of service life and net salvage analysis techniques. The study shall reference KUA's most recent available depreciation study from March 2006 and the current Schedule of Plant in Service. KUA maintains a continuing property record documenting additions, retirements, transfers, adjustments, and plant balances by Federal Energy Regulatory Commission (FERC) account. The original RFP required proposal submission by October 20, 2026 at 2:00 PM EST, with questions due by October 9, 2026 at 2:00 PM EST. No specific completion date has been established for the study, and the contract is structured as a one-time purchase with no renewal options.

Pricing for the depreciation study services is submitted as a single lump-sum proposal covering all labor, materials, travel, administrative costs, and other expenses necessary to complete the work. The selected firm shall prepare a formal report documenting findings and recommendations and present results to KUA staff and, if requested, the KUA Board of Directors. Insurance requirements are designated as Service Tier A for contracts valued at less than $250,000, with no bid bond or performance bond required. All applicable federal, state, and local laws apply to the contract, including FEMA reimbursement rider provisions and certification regarding lobbying requirements for bids exceeding $100,000. The Schedule of Plant in Service workpaper attached to the addendum reflects KUA's current FERC account balances as of September 30, 2025, with net electric system plant totaling approximately $420.8 million. Bidders must acknowledge receipt of this addendum by signing and returning the form with their bid response, and all information provided is incorporated into the original solicitation documents.

The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing. I. QUESTIONS

Q1. When was KUA’s last depreciation study completed?

A1. KUA’s most recent available depreciation study is a March 2006 draft report. A final report could not be located.

Q2. Can you provide a copy of the last depreciation study to help identify the number of depreciable accounts that will be analyzed and the data available for the prior study?

A2. The March 2006 draft depreciation study and current Schedule of Plant in Service are provided for reference. Please note that KUA no longer maintains “Production” Federal Energy Regulatory Commission (FERC) accounts as reflected in the prior study. The provided Schedule of Plant in Service reflects KUA’s current FERC account balances.

Q3. Does KUA maintain a continuing property record of additions, retirements, transfers, adjustments, and end-of-year plant balances for each depreciable plant account?

A3. Yes. KUA maintains a Schedule of Plant in Service documenting additions, retirements, transfers, adjustments, and ending balances by Federal Energy Regulatory Commission (FERC) account.

Q4. Does KUA have a target date for when the study needs to be completed by?

A4. No specific completion date has been established.

Bidder(s) must acknowledge receipt of this addendum by signing this form below and returning it with your bid response.
