About this file

This Addendum I to RFP #26017, issued by the Unified Government of Athens-Clarke County on January 26, 2026, modifies the original Request for Proposal for On-Call Environmental, Geotechnical and Materials Testing Services. The contract is an on-call, indefinite-quantity services agreement with an estimated total value of $2,000,000 for the full contract term, covering one initial year plus four optional one-year renewal periods. Once a contractor is selected, unit costs will be established based on the submitted Price Proposal Schedule, and the contractor will develop detailed scopes of work and cost estimates on a task-order basis for approval by Athens-Clarke County or the requesting department. The contract may support various county projects including building renovations, site development, new construction, parks and trails improvements, roadway, sidewalk, drainage, and utility projects. Proposals are limited to 24 pages, including all content except mandatory submittal forms, and must include a minimum of three references for work completed within the last three years. The proposal acceptance period is 120 days following proposal opening.

Current contract holders are Geo-Hydro Engineers, Inc., S&ME Inc., Nova Engineering & Environmental LLC, Terracon Consultants, Inc., and United Consulting. The number of new awards will be determined through the evaluation process based on Athens-Clarke County's best interest, with no specific predetermined number of firms to be selected. Pricing submitted in initial proposals serves as the baseline for task-specific negotiations limited to scope, quantities, and approved reimbursable expenses. For optional renewal periods, contractors must submit updated Price Proposal Schedules at least 90 days prior to the extension start date for owner review and acceptance; if not resubmitted and accepted, previously approved rates remain in effect. Firms must possess an Athens-Clarke County business license if physically located within the county, or a valid business license from their home jurisdiction if located elsewhere in Georgia; out-of-state firms must obtain an Athens-Clarke County business license prior to performing services. The business license is not required at proposal submission but must be provided before contract award.

ADDENDUM I

DATE: January 26, 2026

TO: ALL PROSPECTIVE BIDDERS

FROM: Angie Perteet, Senior Buyer

RE: ADDENDUM I, RFP # 26017 - On-Call Environmental, Geotechnical and Materials

Testing Services

This Addendum forms a part of the Contract Documents and modifies the original RFP Document.

The following items shall take precedence over the originally published RFP Documents for the above named project and shall become a part of the contract documents:

• SECTION III – SCOPE OF SERVICES – Sub-section A. Introduction and Purpose:

Replace the paragraph that begins “Once a contractor is selected,………….” with the paragraph below

“Once a Contractor is selected, the Contractor’s Unit Costs for services will be established based on the Price Proposal Schedule submitted with the proposal. On an on-call basis, the Contractor will be requested to develop a detailed scope of work and a cost estimate using the established Unit Costs and submit it to ACCGov (SPLOST Office or the other Requesting Department) for review and approval. Once a scope of work and cost are agreed upon, either a supplemental agreement will be executed or simply a purchase order will be issued, and a Notice to Proceed provided for that scope of work. Negotiation, when applicable, is limited to task-specific scope and quantities, and any Owner-requested Additional Services or approved reimbursable expenses as provided for in Attachment A (Owner/Testing Agency Master Agreement).”

• SECTION V – PROPOSAL FORMS

Replace the “A: PROPOSAL FORM” provided in the original RFP documents with the

REVISED version, included with this addendum.

• ATTACHMENT A – OWNER/TESTING AGENCY MASTER AGREEMENT, Article 5 – Compensation: Add the following after section 5.1.4

“5.1.5 Annual Rate Schedule Updates An updated Price Proposal Schedule for any optional one-year renewal period shall be submitted by the Testing Agency to the Owner no later than ninety (90) days prior to the start of the applicable optional one-year extension period for review and consideration. Any updated rates shall be effective only upon the Owner’s written acceptance. In the event an updated Price Proposal Schedule is not submitted and accepted, the most recently approved rates shall remain in effect for the applicable one-year extension period.”

The questions and answers below are being provided for informational purposes only. They will not be part of the Contract Documents.

Questions & Answers:

1. QUESTION: Page 18 of the RFP Should page 18 of the RFP be included as a cover page to the Price Sheet Excel file or is it a placeholder for the Price Sheet Excel file?

ANSWER: Page 18 is the Price Proposal Schedule instructions page and does not need to be used as a cover sheet for the Price Proposal Excel file.

2. QUESTION: Would you allow a 17”x11” page for our organizational chart?

ANSWER: Standard 8 ½ x 11 is preferred, to stay compliant with the RFP page limit requirements.

3. QUESTION: Calibri size 12 font appears to be visually equivalent in size to Times New Roman size 11 font. Is Calibri size 12 font acceptable to use?

ANSWER: Yes, either Times New Roman size 11 or Calibri size 12 are acceptable.

4. QUESTION: Who currently holds the contract?

ANSWER: Geo-Hydro Engineers, Inc., S&ME Inc., Nova Engineering & Environmental LLC, Terracon Consultants, Inc., and United Consulting

5. QUESTION: Can the proposal cover, cover letter, and table of contents be excluded from the page count?

ANSWER: No. All proposal content counts toward the maximum page limit, except for the mandatory submittals.

6. QUESTION: RFP pages 5 and 6 indicate a timeframe of 120 days during which proposals may not be withdrawn. RFP page 14 indicates a timeframe of 60 days. Please clarify which is correct.

ANSWER: Please refer and use the revised A: PROPOSAL FORM attached with this addendum.

7. QUESTION: Item 2 on RFP page 11 includes a requirement to “conduct facility inspections for hazardous materials and assist with abatement or remediation recommendations.” Please identify potential “hazardous materials.”

ANSWER: Examples of hazardous materials may include, but are not limited to, asbestos-containing materials, lead-based paint, mold, and other regulated building materials commonly encountered in existing facilities.

8. QUESTION: Can you please provide some examples of types of projects that may be included under this contract?

ANSWER: This on-call contract may support a variety of Athens-Clarke County projects, including but not limited to capital improvement and maintenance projects such as building renovations, site development, new construction, buildings, parks & trails, roadway, sidewalk, drainage, and utility improvements.

9. QUESTION: Athens-Clarke County Business License:

Regarding RFP #26017, Section II, Line Item Q (Qualifications of Offerors), it is stated that an Athens-Clarke County business license is required when services are performed within the county. Please confirm whether a Georgia state engineering license or a Georgia business license is acceptable in lieu of an Athens-Clarke County business license, or if the county-specific license is mandatory.

ANSWER: A Georgia state engineering license is a professional licensure requirement and does not replace an Athens-Clarke County business license. Business license requirements depend on the firm’s physical location.

- Firms physically located in Athens-Clarke County must have an Athens-Clarke County business license.

- Firms located in Georgia but outside Athens-Clarke County may use a valid business license from their home jurisdiction.

- Firms physically located out of state will be required to obtain an Athens-Clarke County business license prior to performing services within the County.

10. QUESTION: Previous history shows that only 3 firms have been selected. Is it the intent of the county to continue to award just 3 contracts or to possibly qualify more firms?

ANSWER: Refer to RFP #26017, Section II, O – Multiple Awards. The number of awards will be determined through the evaluation process, based on what is in the best interest of Athens-Clarke County, in accordance with the RFP.

11. QUESTION: Can you share an estimate (or historical range) of annual number of task orders and typical $ values by discipline?

ANSWER: Task orders will be issued on an as-needed basis and does not have a defined annual number or dollar range of task orders by discipline, as project needs and funding levels vary.

12. QUESTION: For each 1-year option/renewal, will we be able to negotiate our rates or will there be an option available for % escalation?

ANSWER: Refer above addendum section for ATTACHMENT A – OWNER/TESTING AGENCY MASTER AGREEMENT, added Section 5.1.5 Annual Rate Schedule Updates.

13. QUESTION: Multiple Awards:

The RFP mentions that proposals will be evaluated based on the advantages of making more than one award.

Does ACCGov have a specific number of firms they intend to select for this on-call pool?

ANSWER: ACCGov has not identified a specific number of firms.

14. QUESTION: Pricing vs. Negotiation: Section III-A states that once a contractor is selected, "Unit Costs" will be negotiated. However, Section V-D requires the submission of a Price Proposal Schedule with the initial proposal. Will the prices submitted in the initial proposal be considered final, or will they serve as the baseline for the negotiations mentioned in Section III?

ANSWER: Refer above RFP revision in addendum section for SECTION III – SCOPE OF SERVICES

15. QUESTION: Page Limit Exclusions: The RFP states that proposal responses are limited to 24 pages, excluding "mandatory submittal forms". Do the Cover Letter and Table of Contents count toward this 24-page limit?

ANSWER: Yes.

16. QUESTION: Local Business License: Section II-Q mentions that contractors must have a current Athens- Clarke County business license if they perform services in the county. Is this license required at the time of proposal submission, or only upon the successful award of a contract?

ANSWER: The business license is not mandatory in the proposal submittal. However, the selected firm will be required to provide appropriate business license as part of the Contract Award documents. Please refer to the Q&A # 9, for additional information.

17. QUESTION: Project Range: The estimated range of the project is listed as $2,000,000.00. Is this amount the anticipated total for the initial one-year term or the total estimated value for the full five-year potential duration (one initial year plus four optional extensions)?

ANSWER: The estimated project amount of $2,000,000.00 is the total estimated value for the full contract term. This is including the initial term, and the four one-year optional renewal periods. This figure is provided for informational purposes only, and is NOT to be considered a guaranteed maximum or minimum amount.

18. QUESTION: References: Section I-5 asks for a minimum of three references for work less than three years ago. If a firm provides more than three references to demonstrate a broader range of the requested services (environmental, geotechnical, and testing), will those additional pages be accepted within the 24-page limit?

ANSWER: Yes, additional references count toward the 24-page limit.
