About this file

This is a Request for Quote (RFQ) issued by the Michigan Department of Technology, Management, and Budget - Financial Services for the procurement of a MultiShaft, LowSpeed, HighTorque Shredding System with 40-60 horsepower for the State's Records Center. Vendors must submit complete proposals electronically through the SIGMA VSS system by November 9, 2026, at 3:00 PM Eastern Time. The RFQ was issued on September 28, 2026, with a deadline for bidder questions on October 5, 2026, and anticipated answers posted by October 9, 2026. Proposals must include technical specifications, system drawings or brochures, electrical requirements, installation quotes, warranty documentation, recommended maintenance schedules, and applicable tariff costs. Delivery shall be FOB Destination, with vendors required to specify delivery time in business days after order receipt. The Solicitation Manager is Bethany Preston (PrestonB2@michigan.gov), and all communications regarding the RFQ must be directed to this contact.

Vendors must accept the State of Michigan's standard Terms and Conditions and may not deviate from required specifications without explicit notation; lack of response to specifications indicates agreement to supply as written. The vendor's quote must remain valid for 60 calendar days from the due date. Payment terms are Net 45 days after invoice receipt via electronic funds transfer only, with a Certificate of Liability insurance required prior to Purchase Order issuance. The State will not pay for overages exceeding 5% per line item, though overages within this threshold may be retained by the State or picked up by the vendor within 10 business days. Shortages of 5% or less may be accepted, but the State reserves the right to cancel the Purchase Order and source items elsewhere if quoted items are on backorder. Service-Disabled Veteran-Owned Business (SDVOB) documentation should be included if applicable, and all awarded vendors must be registered in SIGMA VSS for payment processing.
