About this file

This document is a Questions and Answers record for Request for Proposal No. 260000001881 issued by the State of Michigan for Unclaimed Property Examination (Audit) Services. The RFP seeks qualified vendors to provide audit services related to unclaimed property identification and recovery. Bidders are required to submit responses including an audit plan, samples of work-in-progress reports, samples of valuation reports, and relevant experience documentation through the SIGMA submission portal. The state clarified that bidders need provide only one sample each of work-in-progress and valuation reports. Additionally, the Vendor Questions Worksheet sections addressing project budget and dollar value have been revised and highlighted in the updated Schedule A documentation to better reflect the nature of contingency-based audit work.

The compensation structure for this contract is contingency fee-based, dependent on amounts identified and recovered during examinations, with no guaranteed state outlay beyond a percentage of recoveries. Bidders may enter placeholder amounts (such as $0.01 or $1.00) in the SIGMA portal's "Bid Contract Amount" field, as this value does not affect bid evaluation. All deliverables, including internal reports in PDF and Excel format, must comply with WCAG 2.1 Level AA accessibility standards per Treasury policy. An Accessibility Conformance Report will be required upon contract award rather than with the initial proposal submission. The state emphasized that experience descriptions should focus on recoveries and records identified rather than traditional project budgeting metrics.

BIDDER QUESTIONS & ANSWERS #1

Request for Proposal No. 260000001881 Unclaimed Property Examination (Audit) Services

Q#Document and SectionPage #Bidder's QuestionState's Answer
1Vendor Questions Worksheet5The items starting with “Total dollar value of project” through “Results obtained” don’t appear applicable to the nature of the work being performed. Can the state offer any further clarification on how bidders should respond? In the revised Vendor Questions Worksheet posted in SIGMA, please see the changes highlighted in orange in Section 5. Experiences 1 - 3.
2Schedule A, Section 11.1 and 11.219-20The Bidder response block for both of these sections includes the same text about “suggested resolutions or risk mitigation.” Should there be different instructions for 11.1 relative to the Audit Plan?In the revised Schedule A - Statement of Work posted in SIGMA, please see the changes to Sections 11.1 and 11.2 Bidder Boxes highlighted in orange.
3Schedule A, Section 11.119Does the audit plan mentioned in 11.1 need to be included in the RFP response submission? For the other response blocks, where a document is requested it is explicitly called for in the response block. The block that describes what Bidders must provide does not mention the audit plan. Please see the answer to question 2 above.
4Schedule A, Section11.3.321In bidder response instructions it asks the bidder to provide samples of work in progress report and samples of valuation report. Does the bidder need to provide more than one sample of each of these or is one sample sufficient?Bidder must provide one (1) sample of a work-in-progress report and one (1) sample of a valuation report.
5Vendor Question Worksheet, Section 54-5In Experience 1,2, and 3, the table asks for initial budget proposed with bid and final budget upon implementation. The method of compensation for this contract is contingency fee work that is highly dependent on what is identified during the examination. Budgets are not provided for this work typically because there is no outlay from the state beyond a percentage of what is recovered. Additionally, recoveries are inherently unpredictable. Please advise whether this request can be removed and if not, what is requested here in the form of a budget? Please see the answer to question 1 above.
6Vendor Question Worksheet. Section 54-5In the third field, the form asks for the total dollar value of the project. Some states ask that we hold this information confidential. Is it acceptable to withhold this information because it is confidential under other contracts? Please see the answer to question 1 above.
7Vendor Questions Worksheet Section 5.5In the final field for Experience 1,2, and 3, the form asks for Results Obtained. What specifically are you asking the bidder to provide here? We can generally speak to amounts of property recovered and general numbers of records identified as unclaimed. Would this be acceptable? Please see the answer to question 1 above.
8Schedule A – Statement of Work, Section 3.8 ADA Compliance13-14In providing unclaimed property auditing services to the state, we plan to create pdfs and excel spreadsheets regarding the audits that we conduct on behalf of the state and deliver these pdfs and excel spreadsheets to the state. However, these pdfs and excel spreadsheets are not public facing and we would consider the information contained in these pdfs and spreadsheets to be confidential and not subject to public disclosure. Accordingly, if only these pdfs and spreadsheets would be provided to the state, would conformance with the Digital Accessibility Standards be required and, if so, would a completed Accessibility Conformance Report (ACR) or equivalent be required with our proposal or can this be provided prior to the contract start date?Per Treasury policy, all reports regardless of public or internal status are required to be WCAG 2.1 Level AA compliant.

The Accessibility Conformance Report (ACR) will need to be provided upon contract award.

9 SIGMA N/A I had a technical question. I was reviewing this submission portal, and it asks for a "Bid Contract Amount" in the Respond to Lines page. I'm not clear on how I'm supposed to respond to that. This field is part of SIGMA's system functionality. You may enter any placeholder amount (such as $0.01 or $1.00). The value entered here does not affect the bid evaluation.
