About this file

This is a pricing schedule document for Request for Proposal No. 260000000882 issued by the Michigan State Lottery (MSL) for advertising services. The RFP solicits contractor proposals for a comprehensive range of advertising deliverables and production services, including digital assets (HTML5 banners, display ads, digital outdoor ads), print materials (small and large format ads), videoboard signage (static and animated), broadcast and video production, and streaming audio assets. The pricing schedule requires contractors to provide detailed cost breakdowns organized by deliverable type and service category, with separate line items for media planning and placement services, pass-through billing services, and in-house production services. The document specifies that all pricing must be submitted in a modifiable format such as Microsoft Word or Excel, with optional submission of non-modifiable formats like PDF.

Contractors must include all costs in their pricing proposals, encompassing one-time setup charges, per-piece pricing, and ancillary fees such as shipping and handling. The contractor is encouraged to offer quick payment discount terms and must certify that prices were developed independently without consultation or agreement with competing contractors. The pricing schedule includes flat-rate fee structures for original asset design and production, as well as modified fee updates for existing designs. Production services are itemized with specific hourly rates for television production services including director services, audio editing, offline editing, and online editing. Pass-through billing services are noted for instances where the Michigan State Lottery maintains direct project management and the contractor performs limited administrative and accounting functions, with these arrangements to be jointly identified and agreed upon prior to project commencement.
