About this file
This is an Experience Attachment (Attachment 1) for RFP 260000000882 issued by the State of Michigan for advertising services with the Michigan State Lottery. The document serves as a template for bidders to demonstrate their prior experience and qualifications across seven key service categories: development and implementation of marketing strategies for new retail product launches (Category A), repositioning or reintroduction of mature retail products (Category B), sales promotion conceptualization and implementation (Category C), creative development and production of television, radio, out-of-home, and digital/social media advertising (Category D), media planning and placement across multiple channels (Category E), point-of-sale advertising creative development and distribution (Category F), and sports and event sponsorship procurement and activation (Category G). For each category, bidders must provide two comprehensive work examples demonstrating relevant retail marketing experience from the last four years, including detailed project information, company and contact details, campaign budgets, timelines, strategies, objectives, target audiences, research conducted, and outcomes achieved.
Bidders must submit executed creative concept samples for each experience example, with samples evaluated based on their appropriateness and relevance to the projects described. The document allows bidders to provide large creative files through private Microsoft OneDrive links with passcodes or as separate file attachments, provided in modifiable formats such as Word and Excel with clear labeling. The State of Michigan explicitly prohibits the use of external references, website links, or Dropbox for file sharing. Bidders are required to confirm receipt and accessibility of all submitted creative concepts and supporting documentation. Additionally, bidders should list any contracts held with the State of Michigan within the last ten years, including relevant contract numbers. All proposal materials must be submitted through SIGMA, the State's procurement system, with particular attention to proper organization and documentation of media vehicles and explanatory information accompanying creative samples.
