About this file
This Request for Proposal (RFP) 26-84328 is issued by the Indiana Department of Administration (IDOA) on behalf of the Indiana Psychiatric Hospital Network (ISPHN) to procure Medical De-escalation and Intervention Training services. The solicitation seeks a comprehensive training provider capable of delivering both verbal de-escalation and physical intervention techniques through a train-the-trainer certification model adaptable to youth and adult patient populations. Training will serve up to 25 trainers at each of six state psychiatric facilities: Evansville Psychiatric Children's Hospital, Evansville State Hospital, Madison State Hospital, Logansport State Hospital, Richmond State Hospital, and NeuroDiagnostic Institute. Delivery formats may include in-person, virtual, hybrid, or asynchronous methods, with competency-based testing and annual recertification protocols required. A pre-proposal conference is scheduled for December 3, 2025, with questions due by December 10, 2025, and state responses by December 17, 2025. Proposal submissions are due December 31, 2025, at 3:00 PM Eastern Time. The initial contract term is four years with two optional one-year renewal periods.
Evaluation will be based on 100 total points, with 45 points allocated to management and quality, 35 points to cost (with the lowest-cost proposal receiving maximum points), and potential bonus points for diversity participation. The RFP establishes subcontracting goals requiring 8% for Minority Business Enterprises (MBE), 11% for Women Business Enterprises (WBE), and 3% for Indiana Veteran Owned Small Businesses (IVOSB), with all proposed subcontractors required to be listed on the State of Indiana Certified M/W/IVOSB registry. Respondents demonstrating Buy Indiana certification are eligible for 5 additional evaluation points. Pricing must remain firm for a minimum of 180 days from award issuance. No incumbent vendor has been identified, as this represents a new procurement. Prime contractors cannot count their own workforce toward subcontractor goals, and each certified firm may serve in only one classification.
