About this file

This is a pricing schedule document for Request for Proposal No. 260000001604 issued by the Michigan Truck Safety Commission (MTSC) in partnership with the Office of Highway Safety Planning (OHSP) for a Commercial Motor Vehicle (CMV) Safety Training and Education Program. The RFP requests that contractors provide comprehensive CMV safety training and education programs to a substantial number of individuals throughout Michigan. Bidders must submit pricing schedules in a modifiable format (Microsoft Word or Excel) with the option to provide an additional non-modifiable format (PDF). The pricing structure requires contractors to specify the maximum number of individuals they can train per fiscal year (October 1 through September 30), the cost per individual trained, and total costs for both one year and a five-year contract term. The pricing table must account for two primary cost categories: training courses and associated costs, and physical materials including printing and distribution of essential guides and educational materials.

All costs must be included in the pricing proposal, including any one-time or set-up charges, and travel-related costs cannot be billed separately to the State. Contractors are encouraged to offer quick payment discounts for invoices paid within a specified number of days. Monthly invoices will be submitted to OHSP for reimbursement based on the number of individuals reached through training, seminars, and outreach activities, calculated on a per-person cost basis. Separate invoices for printing costs will be submitted for full reimbursement at the time of printing. Contractors certify that prices are arrived at independently without consultation or agreement with other bidders. All project-related costs are the responsibility of the contractor, with reimbursement provided by OHSP following submission of detailed invoices.
