Schedule B - Pricing for RFP 26-1165: Statewide Interpretation and Translation

This is a pricing schedule document for Michigan's Statewide Interpretation and Translation Request for Proposal No. 260000001165. The RFP solicits interpretation and translation services across multiple service categories and languages. Interpretation services include simultaneous, consecutive, over-the-phone (OPI), Voice over Internet Protocol (VoIP), and Video Remote Interpretation (VRI) offerings, with separate pricing for Group A languages (Spanish and Arabic) and Group B languages (a comprehensive list of 40+ languages including Albanian, Amharic, Bengali, Cantonese, French, German, Hindi, Japanese, Korean, Mandarin Chinese, Russian, Vietnamese, and others). Additional service categories include on-site/in-person interpretation, Communication Access Realtime Translation (CART), machine translation post-editing, document translation, multifaceted projects and digital content translation, and multilingual media services (voice-overs, subtitling, dubbing, and transcripts). Pricing is structured by availability levels (Standard Monday-Friday 7:00 AM to 7:00 PM ET, On Demand, and Urgent/Emergency 24/7/365) with rates specified per minute for interpretation services and per hour for on-site services, per word for translation services, and per minute for media services.

All costs must be provided in a modifiable format (Microsoft Word or Excel) and must include all associated expenses such as setup charges, shipping, handling, and accessibility compliance costs integrated into pricing rather than as separate line items. Contractors are encouraged to offer quick payment discount terms with the number of days specified excluding processing time. All price proposals must certify independent pricing without consultation or agreement with other contractors. Accessibility compliance with Michigan's Digital Standards is mandatory, and any documents provided by the State must be returned in accessible format. Bidders may propose volume discounts for projects exceeding 10,000 words and must provide explanations and details regarding any additional fees not outlined in the standard pricing tables.

1. The Contractor must provide a pricing schedule for the proposed Contract Activities using this Microsoft Word document. The pricing schedule should be submitted in a modifiable format (e.g., Microsoft Word or Excel); however, you may also submit an additional pricing schedule in a non-modifiable format (e.g., PDF). Failure to complete the pricing schedule as requested may result in disqualification of your proposal.

2. Price proposals must include all costs, including but not limited to, any one-time or set-up charges, fees, and potential costs that Contractor may charge the State (e.g., shipping and handling, per piece pricing, and palletizing).

3. The Contractor is encouraged to offer quick payment terms. The number of days must not include processing time for payment to be received by the Contractor's financial institution.

4. Quick payment terms: % discount off invoice if paid within days after receipt of invoice.

5. By submitting its proposal, the Contractor certifies that the prices were arrived at independently, and without consultation, communication, or agreement with any other Contractor.

6. If the State provides any document in an accessible format, it must be returned as an accessible format. It is assumed that the Contractor will always provide accessible formats when providing documents, content for the web, videos, etc., for the State, in compliance with SOM Digital Standards. Costs associated with accessibility must be included in the pricing structure outlined below, not separate line-item costs, because accessibility is required.
