About this file

This is a Questions and Answers (Q&A) Worksheet for RFP 26-1165, a statewide interpretation and translation services solicitation issued by the State of Michigan Department of Technology, Management & Budget (DTMB) for use across multiple state agencies, including but not limited to the Michigan Department of Corrections (MDOC), Health and Human Services, and the Secretary of State. The RFP seeks comprehensive language services including simultaneous, consecutive, and remote interpretation; over-the-phone interpretation (OPI); video remote interpretation (VRI); document translation; desktop publishing and formatting; multilingual media services (subtitling, captioning, voice-over, and transcription); and ADA-compliant accessibility remediation. Services are required in multiple languages including Spanish, Arabic, and American Sign Language, with availability 365 days per year, 24 hours per day, 7 days per week for both scheduled and on-demand assignments. The contract base term runs from September 13, 2026, through September 12, 2031, with the option to renew for up to three additional one-year periods at the State's sole discretion, potentially extending through September 12, 2034. A pre-proposal meeting was held on March 6, 2026, and Schedule B pricing has been modified multiple times in response to bidder inquiries. The RFP will likely result in multiple awards, with bids reviewed and scored based on complete scope coverage versus selective service offerings.

The State requires ATA-certified translators for all language pairs where certification exists; for languages without ATA certification, vendors must provide thoroughly vetted and qualified translators with detailed vetting and quality assurance processes. All work and data must remain within the continental United States with no offshoring permitted. Contractors must utilize the State's SUITE governance structure, templates, and quality controls for project management and delivery. The State will not reimburse travel expenses for on-site interpretation services and requires hourly rates for on-site services with a one-hour minimum. A 1% administrative fee applies to all payments under the contract, including transactions with MiDEAL members and other states, payable through the State's designated payment portal. Schedule B pricing tables have been modified to allow separate line items for services such as desktop publishing, accessibility remediation, voice-overs, subtitling, dubbing, transcripts, simultaneous versus consecutive interpretation, and language-specific pricing differentiation between Spanish and Arabic. The State indicated that previous calendar year usage included 9,196 hours of statewide OPI across all languages. Incumbent vendor information and current contract rates are available publicly through the Michigan DTMB Contract Connect database using "interpretation" as the search keyword. The anticipated contract award date has not been specified, but the contract is expected to commence on September 13, 2026.

RFP 26-1165- Schedule B-Pricing, Table H

Pg. 4-5 Can we break down the categories (voice-overs, subtitling, dubbing, and transcripts) pricing in the table, separate categories by service type?

Schedule B - Pricing has been respectively modified.

Schedule A – Statement of Work - Section 1.1 - G.Quality and Compliance Standards

The RFP requires that only ATA certified translators are used for this contract.

However, the ATA Certification is not available in most of the languages.

Would it be possible to provide thoroughly vetted and qualified translators, if we detail that process in our proposal?

Yes, the State requires ATA-certified translators for all language pairs where such certification exists. For all other languages and dialects, bidders must provide qualified translators meeting minimum standards, and must describe their vetting and quality assurance processes in detail.

Schedule A – Statement of Work - Section 1.2 - Specific Service Requirements B.Translation Services - 4.Services b.Document Translation 2) b)

The RFP references document formatting and desktop publishing requirements. As these services are typically priced separately from translation according to industry standards, we kindly request that a separate line item for desktop publishing/formatting be added to the pricing table.

Schedule B - Pricing has been respectively modified.

Schedule A – Statement of Work - 3.Staffing - 3.7 Other Primary Staff

Section 3.7 “Other Primary Staff” requests a list of coordinators/service providers including languages, experience, and locations. Could the State clarify whether this section is intended to include only operational staff supporting the contract (e.g., coordinators, QA staff), or whether bidders should also include individual translators and interpreters (subcontractors) who may provide services under the contract?

Please provide a sample of who the Bidder deems to be other primary staff within the organizational structure. If the interpretaors/translators are within the Bidder's company sample across languages, training, education, licenses, and certifications should be provided. Full names must be provided.

Subcontrators, existing as a separate company, must be listed in Section 3.9.

Schedule A – Statement of Work - 3.Staffing - 3.7 Other Primary Staff

With respect to Section 3.7 “Other Primary Staff,” if the State intends for bidders to include individual translators and interpreters, would the use of initials (rather than full names) be acceptable for privacy and confidentiality purposes? Additionally, including a list of all our linguists will be a burdensome requirement, as we work with thousands of contractors. It is also a concern with regards to privacy. Instead, would it be acceptable to provide a sample table that lists the training, education, licenses and certifications (where applicable) for a representative sample of our contractors?

Please provide a sample of who the Bidder deems to be other primary staff within the organizational structure. If the interpretaors/translators are within the Bidder's company sample across languages, training, education, licenses, and certifications should be provided. Full names must be provided.

Subcontrators, existing as a separate company, must be listed in Section 3.9.

Proposal Instructions - Vendor Questions Worksheet - 8. Michigan Voluntary Protection Program

The RFP asks bidders to verify whether their company is recognized in the Michigan Voluntary Protection Program (MVPP). As this program is typically applicable to organizations with workplace safety risks in construction or industrial environments, could the State confirm that MVPP recognition is not applicable to vendors providing translation and interpretation services.

Bidders may answer yes or no.

Schedule B - Pricing - 6.

Accessibility

The RFP states that costs associated with accessibility must be included in the pricing structure and not listed as a separate line item. While we fully support the State’s requirement for accessible documents, accessibility remediation is a specialized technical service that requires different expertise, skillset, tools, and workflows than translation. Activities such as document tagging, reading order adjustments, alt-text validation, and PDF/Word remediation are typically performed by accessibility specialists and may vary significantly in effort depending on the original document format and its level of compliance.

Incorporating these services into translation pricing may lead to inflated rates for documents that do not require accessibility remediation. To promote transparent and accurate pricing, would the State consider allowing accessibility remediation to be priced as a separate line item in the pricing table?

Schedule B - Pricing - Tables D & I provide space for additional fees not included in the others. As of April 24, 2026, federal requirements for ADA standards must be on all publicly available documents from the State.

Schedule B - Pricing - Table F – Document Translation

The RFP states that accessibility-related costs must be included within the pricing structure and not listed as a separate line item. However, accessibility remediation is typically required only for documents intended for publication online or distribution through web-based platforms, while many translated materials (e.g., letters or not online public facing docs) do not require accessibility remediation as per DOJ.

To ensure accurate pricing and avoid incorporating accessibility costs into all translation rates, would the State consider allowing separate translation pricing categories for:

• Documents requiring accessibility compliance (e.g., documents intended for online posting), and

• Standard document translation not requiring accessibility remediation (e.g., documents not intended for online posting)?

This approach would allow accessibility requirements to be reflected in pricing without introducing a separate accessibility line item and would help prevent unnecessary cost increases for documents where accessibility remediation is not required.

Tables D & I provide space for additional fees not included in the others. As of April 24, 2026, federal requirements for ADA standards must be on all publicly available documents from the State.

Schedule B - Pricing - Table A 1 – Interpretation Services

Table A1 lists a single pricing category covering Simultaneous, Consecutive, Over-the-Phone Interpretation (OPI), Voice over Internet Protocol (VoIP), and Video Remote Interpretation (VRI). These services typically involve different delivery models and cost structures. For example, OPI and VoIP are generally consecutive and provided on-demand, while VRI involves video platforms and different operational requirements. Additionally, simultaneous interpretation that is used during conferences and other types of events, must be scheduled in advance and billed on a daily or hourly basis, rather than provided on-demand.

To ensure accurate and comparable pricing, we would like to ask the State separate these services into distinct pricing categories, such as:

• OPI / VoIP (consecutive, on-demand, per minute)

• VRI (consecutive, per minute, through Contractor's platform)

• Scheduled remote simultaneous interpretation (per hour)

Schedule B - Pricing has been respectively modified.

Schedule B - Pricing - Table A 1 – Interpretation Services

Table A1 categorizes interpretation services as Standard, On Demand, and Urgent/Emergency. Could the State clarify whether the Standard and Urgent/Emergency categories refer to prescheduled Video Remote Interpreting sessions?

Additionally, if these services are expected to be delivered through third-party platforms such as Microsoft Teams or Zoom, these assignments are typically pre-scheduled and billed on an hourly basis rather than per minute. Per-minute pricing generally applies only to interpreting services delivered through the contractor’s interpreting platform.

We request adding scheduled remote interpreting provided through third-party platforms to a separarte table and billed on an hourly basis.

See the specifics in Schedule A to identify the time frames for "Standard" - scheduled and "On Demand" - non scheduled services.

Microsoft Teams and Zoom calls do not require scheduling.

Schedule B - Pricing has been updated.

Schedule B - Pricing - Table A 2 – Interpretation Services, MDOC only ASL VRI 2

Table A2 – Interpretation Services (MDOC only) is titled “only ASL VRI”;

however, the rows within the table list languages such as Spanish, Arabic, and Other Languages. Could the State please clarify whether this table is intended to apply only to ASL VRI services, and if so, update the language categories accordingly?

The header for Table A 2 has been corrected. Please quote SL.

Schedule B - Pricing

Please confirm that we are allowed to include minimum charges and cancellation fees in the pricing table as per recognized industry standards?

Tables D & I provide space for additional fees not included in the others.

Schedule B - Pricing - Table B – On-site/In-person Interpretation 3

Please confirm that we are allowed to include travel and mileage fees as per IRS for onsite interpretation?

Per the Schedule A - Statement of Work, Section 7.1, the State will not pay travel expenses.

Schedule B - Pricing - Table B – On-site/In-person Interpretation

If travel time and mileage are not permitted as separate charges for on-site interpretation, would the State consider establishing a reasonable cap to account for travel costs associated with assignments in remote or rural areas?

Per the Schedule A - Statement of Work, Section 7.1, the State will not pay travel expenses.

Schedule B - Pricing - Table H – Multilingual Media Services

Table H – Multilingual Media Services groups voice-overs, subtitling, dubbing, and transcripts under a single pricing category. These services typically involve different workflows, production requirements, and pricing structures.

Could the State consider separating these services into individual line items to allow bidders to provide more accurate and transparent pricing?

Schedule B - Pricing has been respectively modified.

Schedule A – Statement of Work - Section 1.2 - Specific Service Requirements - A. interpretation Services - 4. c. Michigan Department of Corrections (MDOC) Specific: Proficiency Screening prior to Sign Language and/or Oral Transliteration

The RFP states that the Contractor must provide a “proficiency evaluation (in the form of a record or document) of the justice involved target audience” prior to providing Sign Language (SL) and/or Oral Transliteration (OT) services for MDOC. Could the State please clarify what is meant by “proficiency evaluation” in this context, including the expected scope of the evaluation and who is responsible for performing it?

Schedule A - Statement of Work, Section 1.2.A.4.c has been updated with more information.

Schedule A – Statement of Work - Section 1.2 - Specific Service Requirements - A. interpretation Services - 4. c. Michigan Department of Corrections (MDOC) Specific: Proficiency Screening prior to Sign Language and/or Oral Transliteration

If the Contractor is expected to conduct this proficiency evaluation, does the State require that the evaluation results or documentation be submitted to MDOC? Additionally, would the State consider this evaluation a separately billable service, given that it appears to involve an assessment distinct from interpretation services?

MDOC will require the Contractor to provide this evaluation prior to requesting Sign Language (SL) and/or Oral Transliteration (OT) services for the target audience.

Schedule B- Pricing, Table A 3 provides for this pricing.

Statement of Work, Types of Interpretation Services: Over-the- Phone Interpretation (OPI) / Voice over Internet Protocol (VoIP) 4

Page 4 states: “Simultaneous interpretation may require equipment (headsets, audio mixer, booth) so as not to interrupt or interfere with the speaker, and must be offered on-site/in-person or via video remote platforms (e.g., Microsoft Teams or Zoom).” Could you please clarify whether the State will provide the necessary equipment, or whether vendors will be expected to supply it? If vendors are responsible for providing the equipment, would the State consider allowing a separate line item or pricing structure for equipment rental and related setup costs?

No, the Contractor is required to have all equipment needed to fulfill the services of the contract. Any costs associated to the equipment must be factored into the cost of the services. There will not be separate line items for equipment.

Statement of Work, Types of Interpretation Services: Over-the- Phone Interpretation (OPI) / Voice over Internet Protocol (VoIP)

5 For OPI and VRI, the solicitation references both scheduled and on-demand services. Could you clarify the purpose of scheduling calls? In most cases, OPI and VRI are delivered on-demand, with agencies simply dialing a dedicated 1-800 number to connect with an interpreter. Is the scheduling requirement intended primarily for rare languages or for pre-arranged events?

Here we made the assumption that the question should have been for OPI and VoIP. There are instances in which the State will know in advance that these services will be needed and requested as scheduled. See the specifics in Schedule A to identify the time frames for "Standard" - scheduled and "On Demand" - non scheduled services.

Statement of Work, Types of Interpretation Services: Over-the- Phone Interpretation (OPI) / Voice over Internet Protocol (VoIP)

For OPI/VRI, the RFP states there is a requirement to “integrate seamlessly with Microsoft Teams.” Could you provide additional detail on this requirement? Specifically, does this mean that vendors’ OPI and VRI solutions must be capable of receiving calls initiated from Microsoft Teams?

For clarification, the Contractor would need to provide an interpretator that is able to join seamlessly into State Teams meeting to provide VRI and/or VoIP for all levels of availability - Standard, On Demand, Urgent/Emergency. Yes, the State would require the option to connect to the Contractor's OPI via Microsoft Teams. The State will allow third party or Contractor solutions for VRI and/or VoIP however the State may specify utlizing one platform over another for certain events.

Statement of Work, Multifaceted Projects

The section on Multifaceted Projects states that the contractor must ensure integration with content management systems. Could the State clarify which content management systems are currently in use? Additionally, could you define what is meant by “integration” in this context (e.g., API integration, workflow automation, file transfer, etc.)? As integrations often require technical development and configuration, it would be helpful to understand the expected scope and whether associated costs may be priced separately.

For clarification, the Contractor would need to collaborate with the State agency as projects are not consistent in system management. An example would be an agency providing the Contractor access to a State SharePoint page in order to translate public facing information.

Statement of Work, Multifaceted Projects / Pricing 12

We are able to provide integrations, but we would have to charge for that, can that be added?

Schedule B - Pricing, Tables D & I provide space for additional fees not included in the others.

Statement of Work, ADA compliance / Pricing

The state requires that all translated documents returned to the State be Section ADA compliant, which typically necessitates formatting and desktop publishing (DTP), and accessibility services. However, we do not see a corresponding line item in the pricing table where vendors can include costs associated with these services. Could the State please add a separate line item for formatting/desktop publishing (DTP) services so vendors can appropriately price the work required to ensure documents meet 508 compliance requirements?

Schedule B - Pricing - Tables D & I provide space for additional fees not included in the others. As of April 24, 2026, federal requirements for ADA standards must be on all publicly available documents from the State.
