About this file
This is a Request for Proposals (RFP) issued by the Eugene Water & Electric Board (EWEB) for engineering and design services related to electric vehicle charging infrastructure development. EWEB seeks proposals from qualified engineering consulting firms to provide planning, engineering, and design services for review and expansion of its EV charging infrastructure to support long-term electrification of its light-duty fleet. The project includes site assessment, validation of initial concepts, and development of design and construction documents for expanded EV charging capacity at EWEB's Roosevelt Operations Center, with consideration for expansion or reconfiguration of the existing 75kW photovoltaic system. The RFP closing date is April 27, 2026, at 2:00 PM PT, with proposals submitted electronically via the OregonBuys website. A voluntary pre-proposal conference is scheduled for April 3, 2026, at 11:00 AM PST via Microsoft Teams. The contract duration is approximately nine months from the award date, with an estimated project cost of $250,000. Responses will be evaluated through a multi-step qualifications-based selection process, with optional interviews for up to three shortlisted firms, followed by pricing evaluation and contract negotiation.
Pricing proposals are not to be submitted with initial proposals but must be provided within 24 hours of shortlist notification, with evaluation based on both cost and efficiency metrics. The EWEB estimate for the project is $250,000 with a maximum not-to-exceed compensation to be negotiated. Proposers must demonstrate at least five years of continuous experience providing comparable engineering services and must employ Oregon-licensed engineers of appropriate discipline. All successful proposers must obtain Commercial General Liability Insurance of $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability Insurance of $1,000,000, Professional Liability Insurance of $2,000,000, and Workers' Compensation coverage. The project is participating in the State of Oregon Department of Energy's Community Renewable Energy Grant Program (C-REP), with the final project plan required to be submitted to ODOE by October 2, 2026. The contract term begins upon award and extends approximately nine months, with no renewal options identified.

Such information may include, but is not limited to, current and recent balance sheets, income statements, cash flow statements, or a performance bond from an acceptable surety. Failure to provide this information will result in the rescission of EWEB's Intent to Award.
EWEB may postpone the award of the Contract after announcement of the apparent successful Proposer in order to complete its investigation and evaluation. Failure of the apparent successful Proposer to demonstrate responsibility shall render the Proposer non-responsible and shall constitute grounds for rejection of the proposal.

4.6 Evaluation Process
STEP ONE
Proposer responses to Minimum Requirements (Section 3) will be reviewed and evaluated on a Pass/No
Pass basis. Those proposals that Pass will move forward for a review of written responses.
