About this file

This is a pre-proposal meeting presentation for RFP 26-052-Q issued by the Eugene Water & Electric Board (EWEB) in Oregon. The RFP seeks proposals from engineering consulting firms to provide planning, engineering, and design services for expanded electric vehicle charging infrastructure at EWEB's Roosevelt Operations Center to support the long-term electrification of the utility's light-duty fleet. The scope of work includes site assessment, validation of initial design concepts, development of final design and construction documents for expanded EV charging capacity, and review of opportunities for expansion or reconfiguration of the existing 75kW photovoltaic system on site. The presentation emphasizes that proposals must be submitted through the OregonBuys platform in accordance with RFP Section 1.8, with pricing proposals submitted upon formal invitation following shortlist notification. A voluntary pre-proposal conference was held on April 3, 2026, at 11:00 AM PST via Microsoft Teams, and the proposal due date is April 27, 2026, at 2:00 PM PT. The estimated contract duration is approximately nine months from award.

The evaluation process employs a qualifications-based selection methodology with scoring categories including Minimum Qualifications (Pass/Fail), Project Experience (25 points), Project Approach (20 points), Project Team Qualifications (20 points), Project Management Strategy (20 points), and Pricing Proposals on Scenarios (15 points). The project is funded through the Oregon Department of Energy's Community Renewable Energy Grant Program (C-REP), with a final project plan required to be submitted to ODOE by October 2, 2026. The estimated project cost is $250,000, with maximum compensation to be negotiated following the shortlist and pricing proposal phase. Qualified proposers must demonstrate at least five years of continuous experience providing comparable engineering services and employ Oregon-licensed engineers of appropriate discipline. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000), Professional Liability ($2,000,000), and Workers' Compensation coverage. No incumbent vendors, set-asides, or renewal options have been identified for this procurement.

Oregon Department of Energy (ODOE) Grant:

Community Renewable Energy Grant Program EWEB is the recipient of the Oregon Department of Energy’s Community Renewable Energy Program (C-REP) grant to plan a community renewable energy project. This program aims to offset the cost of planning and developing community renewable energy projects, make these projects economically feasible for qualifying communities, promote small-scale projects, and provide direct benefits to communities across Oregon by increasing energy resilience, boosting local jobs and economic development, or creating direct energy cost savings to families and small businesses.

EWEB is initiating project to design expanded EV charging infrastructure to support the long-term electrification of its light-duty fleet. The project will focus on expanding secured charging capacity at the ROC to accommodate fleet electrification over the next 10 years.

This planning initiative will validate initial concepts for charger placement and infrastructure requirements, followed by the development of design and construction documents necessary for competitive bidding of the work.

The use of renewable energy (in EWEB’s case, hydroelectricity) is central to the implementation of this project, especially considering that approximately 80% of Eugene’s electricity portfolio is sourced from carbon-free hydroelectric generation.

The development of this project was informed by EWEB’s ongoing collaboration with regional stakeholders through the City of Eugene’s Climate Action Plan 2.0 which supports the City’s Climate Recovery Ordinance. This ordinance sets ambitious goals to reduce community fossil fuel use by 50% from 2010 levels by 2030 and to reduce greenhouse gas emissions by 7.6% annually.

EWEB must align with ODOE’s goals to enhance energy resilience. The resilience of EWEB’s ROC facility is essential to public welfare as it acts as a central hub for utility operations and houses EWEB’s light-duty fleet which are critical to outage response and system maintenance.
