About this file

This is Addendum Number 1 to RFP #26-041 for the City of Sandy Springs, Georgia, regarding the Roswell Road Safety Project (T2501) Scoping Study. The City is seeking a qualified consultant to conduct a comprehensive scoping study and develop a Concept Plan, Scoping Study Report, and planning-level cost estimate addressing corridor safety, mobility, and access for all roadway users. The RFP response due date is April 7, 2026, at 2:00 p.m. The addendum clarifies proposal format requirements, establishes that offerors must follow Section 5 guidelines for content and page limitations, and specifies that 11x17 format illustrations will count as one page if submitted in PDF format. Prime Consultants must be prequalified by GDOT in the following area classes: Traffic Analysis (1.10), Non-motorized Transportation Planning (1.13), Traffic Operation Studies (3.06), Two-Lane or Multi-lane Urban Roadway Design (3.02), and Facilities for Bicycles and Pedestrians (3.13).

The addendum confirms that Exhibit J (Electrical Safety Provisions) and Exhibit H (Performance and Payment Bonds) are not applicable to this solicitation. The Vendor Responsibility Questionnaire must be completed and submitted with the proposal, and while strongly encouraged, execution of the contract signature page is not strictly required at submission. Proposals must include a one-page cover letter, one-page table of contents, responses to all evaluation categories, and a copy of the proponent's conflict of interest policy. All prospective offerors are required to acknowledge receipt of this addendum and incorporate its changes into their RFP response.

Addendum Number 1

RFP #26-041 Roswell Road Safety Scoping Study

COMPLETE THIS ADDENDUM, SIGN and SUBMIT with the RFP

RESPONSE DUE DATE: April 7, 2026, 2:00 p.m.

To All Prospective Offerors: In reference to the RFP listed above, the following answers to questions, additions, deletions, and changes are hereby incorporated into the RFP:

1. Question Please provide clarity on your preferred Proposal format.

There are discrepancies and contradictions regarding page counts and content between Section 3: Statement of Qualifications Presentation and Format, and Section 5:

Contents of Proposals, Evaluation Criteria/Scoring and Selection Procedures. For example, Section 3 states the Approach is a maximum of 5 pages, while Section 5 states the Approach is a maximum of 10 pages.

Response Section 3: Statement of Qualifications Presentation and Format has been revised to align with Section 5: Contents of Proposals, Evaluation Criteria/Scoring and Selection Process.

2. Question Please confirm whether we should follow Section 3 or 5 when preparing our response.

Response Offerors shall follow the requirements and page limitations outlined in Section 5 when preparing proposals.

3. Question Please confirm that we can use 11x17 format for org chart and/or illustrations and that it will be counted as one (1) page.

Response Yes, this will be counted as one (1) page, as long as the file is uploaded in PDF format and adheres to file size limitations.

4. Question Please clarify if the Exhibit J-Compliance with Electrical Safety Provisions form is not applicable.

Response Exhibit J is not applicable to this solicitation.

5. Question Please confirm if the Vendor Responsibility Questionnaire-VRQ should be completed and submitted within the technical proposal. Will we need to submit it under Appendix or a separate PDF document?

Response Yes, the Vendor Responsibility Questionnaire should be completed and submitted with proposals. The VQR can be submitted after exhibits.

6. Question Item no. 8 of General Information (Page 2) states “8. Offerors shall submit an executed Contract and all executed Exhibits to the Contract with the Proposal. Proposals that do not contain a fully executed Contract with all executed Exhibits may be deemed non-responsive.” Could you please confirm if this is accurate? Are we required to submit signed contract pages along with our proposal?

Response All exhibits are required for submission. It is strongly encouraged that the signature page of the contract be signed and submitted with your proposal.

7. Question Please clarify if the Exhibit H – Bonds, Performance and Payment Bond forms are not applicable.

Response Performance and Payment Bonds are not applicable to this solicitation.
