About this file
This is an Addendum to a Request for Proposals issued by the Northwest Florida Water Management District for hydrodynamic modeling services of St. Joseph Bay in Gulf County, Florida. The addendum addresses fifteen questions submitted during the proposal inquiry period and clarifies key requirements and evaluation procedures for RFP 26-002. The proposal submission deadline remains January 5, 2026, at 2:00 P.M. ET, and the District denied requests for deadline extensions due to the short timeframe required for completing the modeling plan. The project encompasses development of a hydrodynamic modeling plan, development and calibration of a hydrodynamic model for St. Joseph Bay, and performance of model scenario runs with sensitivity analyses, with the modeling plan due by June 14, 2026. The contract includes an initial three-year term with an optional renewal period of up to three additional years.
Key clarifications provided in the addendum address submission formatting and evaluation criteria. Respondents may submit their own rate sheets comparable to the District's Attachment A – Schedule of Costs, with titles matching personnel listed in proposals. The 30-page limit excludes resumes (limited to key personnel only), cover letters, tabs, dividers, and required forms. The District confirmed that both terms, conditions, and fees are subject to negotiation with the top-ranked proposer, and that pricing constitutes part of the evaluation criteria, with cost-effectiveness scored based on submitted hourly rates for the term and renewal term. The District has no preference regarding specific hydrodynamic models provided they are open-source and not proprietary. References must be from prime consultant projects, and firms may submit proposals as both prime consultants and subconsultants on other teams. Sections 2.1.B and 2.1.C of the proposal requirements may be combined, as they address overlapping information regarding firm experience and expertise.

Northwest Florida Water Management District Attn: Procurement Officer 81 Water Management Drive Havana, FL 32333
Request for Proposal (RFP) No.: 26-002
ADDENDUM NUMBER: 1
DATE: December 18, 2025
Project Title: Hydrodynamic Modeling of St. Joseph Bay, Gulf County, Florida
Deadline For Proposal Submission Remains January 5, 2026, at 2:00 P.M. ET
This ADDENDUM NO.1 is issued for the Hydrodynamic Modeling of St. Joseph Bay, Gulf County, Florida RFP 26-002 to provide answers to questions received during the inquiry period. Attached are the questions and answers.
Responses to Questions
Question 1: We are currently preparing our response to RFP 26-002 Hydrodynamic Modeling of St.
Joseph Bay, and we want to ensure that we provide a thorough and accurate submission.
Given the upcoming holiday period and limited availability of key team members, we kindly request an extension to the submission deadline. Would it be possible to extend the deadline?
Answer 1: Due to the short time frame for completing the modeling plan, we are unable to extend the deadline.
Question 2: Does the district have any preference on models or requirements regarding using open-source models?
Answer 2: The District currently has no preference on models other than the models be open source and not proprietary.
Question 3: Should we complete Attachment A - Schedule of Costs, or can we provide our own rate sheet?
Answer 3: A respondent’s own rate sheet may be provided, however, titles should be comparable to those included in the District’s Attachment A - Schedule of Costs, and must match the titles of personnel listed in the proposal.
Question 4: Some clarification regarding the page limit for our submittal. Specifically, we are wondering if resumes count against the 30-page limit.
Answer 4: The inclusion of resumes may exceed the 30-page limit, however resumes should only be included for key personnel who will be available to work on the project.
Question 5: May the District confirm that the terms and conditions of an eventual contract, in addition to the fee and scope, will or will not be subject to negotiation by the District with the top-ranked proposer?
Answer 5: Both the terms and conditions and the fee and scope are subject to negotiation by the
District.
Question 6: May a firm submit a proposal as a prime consultant, and also submit as a subconsultant on another prime consultant's team?
Answer 6: Yes
Question 7: We note Section 2.1(G.) requires a Schedule of Costs (hourly rates). In our experience, procurement of professional services, to include engineering like those sought for hydrodynamic modeling, should be based on qualifications only and cannot include a pricing component under section 287.055, Fla. Stat. (the Consultants' Competitive
Negotiation Act, CCNA). May the District confirm that pricing must be included?
Answer 7: Engineering expertise is not required for this RFP. As indicated in section 3.1 of the RFP package, price is part of the Evaluation Criteria.
Question 8: Under section 2.1, Proposal Requirements, items B and C appear to be somewhat similar and overlapping. Could you provide more clarity on what exactly is expected under each of these requirements?
Answer 8: Project descriptions of similar assignments should be included to demonstrate the experience and expertise of the firm(s) and designated staff. The information requested under Section 2.1.B and 2.1.C can be combined and does not necessarily need to be provided twice. Please note that the information requested in 2.1.B and 2.1.C differs slightly.
Question 9: Regarding subs, do their titles and positions need to match those of the Prime?
Answer 9: Titles for subs do not need to match but should be comparable. Titles must match staff titles listed in the proposal.
Question 10: Could you explain how the scoring for the cost will be conducted? Specifically, how will the scores be determined based on the rates submitted?
Answer 10: Evaluators will assign points for price based on cost-effectiveness of the submitted
Schedule of Costs for the Term and Renewal Term.
Question 11: For references, do they need to come exclusively from Prime projects, or can they also be from a Sub's projects?
Answer 11: References should be for the Prime.
Question 12: Considering the timing of the release and the due date falling around the holidays, would the District consider extending the timeframe?
Answer 12: The timeframe is unable to be extended.
Question 13: If we include a cover letter, will it be counted as part of the 30-page limit?
Answer 13: A cover letter will not be counted toward the 30-page limit.
Question 14: Please confirm the 30-page limit per RFP Section 2.1 - Item L, does not include resumes, covers and tabs/dividers, and other company documentation such as forms, conflict of interest, and litigation.
Answer 14: The 30-page limit does not include resumes, covers and tab/dividers, and required forms. The inclusion of resumes should only be for key personnel who will be available to work on the project
Question 15: The page-number limit of 30 pages includes forms and resumes?
Answer 15: The 30-page limit does not include forms and resumes, however, resumes attached should be for key personnel only.
