ITB 26-18-214518 Seward Freight Dock Expansion
This Invitation to Bid (ITB) document is issued by the Alaska Railroad Corporation (ARRC) for marine construction services related to the Seward Freight Dock Expansion project located in Seward, Alaska. The project encompasses extending the existing freight dock from 620 feet to 1,000 feet through installation of sheet pile bulkheads, mooring dolphins, a 100-foot catwalk, slope protection systems, fender systems, face beams, bollards, high mast lights, drainage systems, water mains, electrical extensions, and associated infrastructure improvements. Construction activities include vibratory and impact pile driving, fill placement, and road improvements, with in-water work anticipated to occur intermittently over approximately 12 months beginning November 2026 through May 2028. A mandatory pre-bid conference is scheduled for May 19, 2026, at 3:00 PM Alaska time via Microsoft Teams, with non-mandatory site visits available on May 21, 2026, at 9:00 AM (Birchwood Yard) and 3:00 PM (project site in Seward). Sealed bids are due June 17, 2026, at 3:00 PM local time, with substantial completion required by December 14, 2027, and final completion by January 11, 2028. The ARRC will award the contract to the lowest responsive and responsible bidder with discretionary authority to award the base bid and any combination of additive alternates.
Bidders must submit a five percent bid bond, a Construction Quality Control plan, various federal certifications, and comply with Davis-Bacon Act prevailing wage standards as established in State Wage Rates Pamphlet 600 (Issue 52, effective April 1, 2026), Build America Buy America Act domestic preference requirements, and Alaska Paid Sick Leave requirements. The project is funded in part by the U.S. Department of Transportation Maritime Administration (MARAD) and ARRC resources, with Phase 1 artificial reef mitigation commitments estimated at $500,000. Owner-supplied materials at no cost to the contractor include bulk fill, recycled concrete aggregate, riprap, sheet piling, and fender systems currently located at the ARRC Birchwood Yard, with an additive alternate included for transport of these materials to Seward. Liquidated damages of $5,200 per calendar day apply for failure to achieve substantial completion by the deadline, with additional liquidated damages ranging from $2,000 to $80,000 per occurrence for delays affecting vessel traffic. Bidders must demonstrate familiarity with marine construction operations, environmental compliance protocols, and protected species mitigation requirements, including compliance with Marine Mammal Protection Act authorizations and Endangered Species Act consultation requirements.
