The scope includes installation of a new mooring dolphin, a 100-foot catwalk, slope protection work, sheet pile dock extension, fender systems, face beams, bollards, high mast lights, drainage systems, water mains, and electrical extensions. A mandatory pre-bid conference will be held on May 19, 2026, at 3:00 PM Alaska time via Microsoft Teams, with non-mandatory site visits scheduled for May 21, 2026, at 9:00 AM (Birchwood Yard material viewing) and 3:00 PM (project site in Seward). Sealed bids must be received by June 4, 2026, at 3:00 PM local time at the ARRC offices in Anchorage. Substantial completion is required by December 14, 2027, with final completion by January 11, 2028.

The ARRC will award the contract to the lowest responsive and responsible bidder, with the option to award the base bid and any combination of additive alternates at its discretion. The project includes owner-supplied materials (bulk fill, recycled concrete aggregate, riprap, sheet piling, and fender systems) at no cost to the contractor. Funding is provided in part by MARAD and ARRC, with federal compliance requirements including Davis-Bacon Act prevailing wage standards, Build America Buy America Act domestic preference requirements, and various other federal labor and environmental standards. Liquidated damages of $5,200 per calendar day apply for failure to achieve substantial completion by the deadline, with additional liquidated damages assessable for delays caused by contractor actions affecting vessel traffic (ranging from $2,000 to $80,000 per occurrence depending on vessel type and delay duration).
