About this file
This is Addendum 1 to Request for Proposal (RFP) 25-060 issued by the State of California's Civil Rights Department for California vs. Hate Resource Line and Network - Care Coordination Services. The addendum provides clarifications and corrections to the original RFP based on follow-up questions from potential bidders. The service involves operating a resource line with intake agents and care coordinators who provide follow-up services to callers. Currently, 72 agents handle intake calls with an average duration of 12 minutes and 38 seconds per call, while 21 care coordinators conduct follow-up calls. The RFP solicits proposals for a three-year contract period. All proposal submissions must be submitted electronically only to bidsubmission@calcivilrights.ca.gov, with a maximum file size of 25MB per email. Proposals must be submitted in two separate volumes: Volume 1 containing non-cost proposal information and Volume 2 containing sealed cost information, with each volume submitted as three printed document copies in a single package. Respondents are cautioned that proposals sent to other CRD email addresses may be rejected, and failure to submit by the deadline specified in Section 1 "Key Action Dates" will result in proposal rejection.
The estimated budget for the three-year contract is $6,300,000.00. Proposals must include all required attachments and information as outlined in Attachment 1, with non-responsive proposals subject to disqualification. Cost proposals must be clearly labeled "Do Not Open - Cost Proposal for RFP # 22-003" and sealed separately from technical proposals. All costs incurred in proposal development are the responsibility of the respondent and cannot be charged to the State of California. Proposals may be modified by withdrawal and resubmission prior to the submission deadline, but modifications cannot be made orally or in writing after submission. The Civil Rights Department reserves the right to reject all proposals for reasonable cause, including cost considerations, and is not obligated to award a contract under this RFP.
