About this file
The document is a Request for Proposal (RFP) 25-015 for Venture Studio Expertise, issued by a Montana-based organization seeking a partner to develop a commercialization strategy for the Air Force Surgical Retractor (AFSR), a patented medical device. The RFP invites potential vendors to submit a comprehensive business plan and pricing model for creating a venture studio to transform a federally-funded laboratory's technological innovation into a commercial product. The proposal should outline a strategy for product development, market validation, and scaling, with a strict budget cap of $100,000 for initial startup costs, commercialization, and product studio launch.
The pricing model requires detailed breakdown across multiple categories, including operational costs, startup investment phases (such as MVP development, testing, marketing, and growth), and potential equity allocation. The proposed venture studio will focus on commercializing a 3D-printable surgical retractor with unique capabilities, including additive manufacturing, sterilizability, instrument stabilization, and versatile medical applications. The technology allows medical personnel to quickly replace surgical tools in austere environments like battlefields or remote locations, with two variant designs (metal and thermoplastic) that are biocompatible and durable.

RFP 25-015 -Venture Studio Expertise
Using the AFSR Technology Overview, provide the following information for your Model Venture Studio, given these assumptions -
• A technological gap has been identified by a federally-funded lab and a product/solution idea has been created and preliminarily tested in the lab setting
• There are no existing entities that have established commercial solutions that meet the needs of the lab or can be adapted to meet the needs of the lab.
• No funding has been provided outside of the initial ideation and creation costs provided by the lab.
• Your firm has been given the opportunity to create a Venture Studio for this technology gap to prove the viability of the idea.
• Budget/Pricing Model should not exceed $100,000.00 for initial start-up costs, commercialization and launch of product studio.
• This form is only a guide. Proposal should be submitted as if presenting to a potential investor.
Instructions Provide a detailed narrative of your firm’s Business Plan/Studio Proposal and include pricing model for your “typical” studio. Consider each of the phases/cost categories from Section 4 Scope of Work, reflecting your firm’s approach to Start-Up creation, beginning with initial creation to Customer Discovery through Growth Strategy and Scaling.
Consider the following items in your proposal:
1.Narrative Business Plan/Studio Proposal o Commercialization Studio Strategy and Design o IP and Market Assessment o Opportunity Formation and Incubation o Fundraising and Capital Strategy o Studio Operations and Growth o Other
Attachment 2 - Budget and Pricing Model Scenario - Cost Proposal Product: Air Force Surgical Retractor (AFSR) - Patent #11,529,131
Assumptions:
2. Cost Proposal/Pricing Model
In Step 2, include the typical funding and equity positions required for your participation in the Start-Up. If there are additions or reductions to the cost items below, please provide an explanation.
oBudget/Pricing Model should not exceed $100,000.00 for initial start-up costs, commercialization and launch of product studio.
oCost proposals/Pricing Models are estimates of the cost of your Section 1 Narrative Business Plan/Project Proposal submitted as part of the RFP.
o The submitted pricing model may be different than the one presented as an example below. A sample budget proposal/pricing model is required to be submitted as one full document consisting of the proposal and pricing models under the Service Item Cost, Question 2.1 of the RFP.
o The total estimated costs should be included in the submission. It is not required that the lowest cost proposal be awarded the contract. Rather, the proposals and budget pricing models will be evaluated per the Basis for Evaluation found in the Buyer Attachment section of this RFP.

Technology Overview
Air Force Surgical Retractor (AFSR) – Patent #11,529,131
One of the most common tools in a field doctor’s toolbelt is a surgical retractor, an instrument used to separate the edges of a wound or incision to assist in a surgical operation. The Air Force Surgical Retractor (AFSR) is a retractor that is specifically optimized for production by additive manufacturing systems and can be printed in a reasonable time using a commercially available desktop-sized 3D printer. Additive manufacturing (also known as 3D printing) offers the ability to restock items, modify them, and/or create customized products for inaccessible environments such as battlefields or the Antarctic.
There are two variants: the first is slim and made of printed metal, while the second is thicker and intended to be printed from a thermoplastic nylon or one of its variants. In either case, the material must be biocompatible and durable enough to withstand sterilization.
Capabilities
• Assists medical personnel in guiding instruments through narrow incisions and handling soft tissue operations
• Provides a rest for medical tools while in use
• Can withstand medical sterilization processes
• 3D printing allows the replenishment of surgical retractors in austere scenarios where logistic replacement is not possible, without extensive formal training
Benefits
• Reduces surgical errors due to lack of proper surgical retractor tooling
• Decreases time spent waiting for medical resupply
• Decreases costs in situations where supply lines are costly
• Increases customer satisfaction due to multiple design features
Benchmarks Benchmarks are unique qualities that are used to compare against existing patents, patent filings, and commercially available products in this assessment tool.
Index Number Title Description
1 Additive Manufacturing
Medical personnel can use a 3D printer to quickly replace or increase their surgical retractor supply in situations where conventional supply lines are diminished.
2 Sterilizable and Durable
Because the materials are sterilizable and durable, an operator can reuse the retractor multiple times.
3 Instrument Stabilization
Grooves helps stabilize hand-held instruments (i.e., drill bits)
4 Application Versatility
Each about 25 – 30 degrees off vertical to provide versatility when providing exposure to tissues of varying depths and stiffness (i.e., muscle vs fat)
5 Non Obstructed Visuals
Radiolucent Plastic advantage facilitates real-time visualization of instruments, hardware, and anatomy during intraoperative fluoroscopy without obstruction
